1. 2019 -2020 September 5, 2019 Welcome to Anne E. Moncure Elementary School’s Annual Title I Meeting!

2. What is Title I ? Title I is a funded program that provides additional academic support and learning opportunities for students at schools with high percentages of children with economically disadvantaged backgrounds. The program is intended to help ensure that all students meet state academic standards.

3. What does it mean to be a Title I school? Being a Title I school means we receive federal funding to supplementour school’s existing programs. These funds can be used for: • Providing assistance to students experiencing academic difficulties and helping them meet the State’s challenging academic standards. • Purchasing supplemental staff/programs/materials/supplies • Conducting parental Involvement meetings/trainings/activities • Recruiting/Hiring/Retaining qualified teachers • Hiring Paraprofessionals to help in the classrooms • Being a Title I school also increases opportunities for parental involvement and expands parentrights.

4. Goals of Title I 4 • Increase academic achievement. • Provide direct instructional support to students. • Provide professional development for teachers. • Promote parent education and engagement

5. Parental Engagement through Title I funding 5 • Any district with a Title I allocation exceeding $500,000 is required by law to set aside 1% of it’s Title I allocation for parental involvement. • Each Title I school in Stafford County receives its respective portion of the 1% to implement school-level parental involvement. • Should you have any suggestions for how we can best support you or your children, please let us know. We are always looking for ways to help.

6. Parental Engagement Funds 2019-2020 • This school year, we have $2,280.00 in Title I Parental Involvement funds. • Some of the ways this money has recently supported Title 1 communities. • Events focused on academics, STEM and Multicultural events that offered: • Babysitting during school events. • Offering transportation during school events. • Offering Interpreters during school events.

10. Instructional Delivery Programs Targeted Assistance Model (TA) ESSA, Section 1115 Schoolwide Program (SWP) . ESSA, Section 1114 Supplemental instructional services to targeted students Instructional services to enhance entire academic program ALL SCPS TITLE I SCHOOLS OPERATE IN A TARGETED ASSISTANCE MODEL This delivery model provides supplemental assistanceto schools to assisteligible students(failing or most at-risk of failing) to meet the state’s challenging academic achievement standards.

11. Title I Services Who can receive services? • Any student who is identified failing, or most at risk of failing, to meet the State's challenging academic achievement standards. • Instructional programs are designed to meet the needs of those students.

12. How do we determine who is eligible to receive Title I services? SCPS uses various educationally related, and objective criteria set up by the school division to determine eligibility. 15. Parental Engagement & Policy Compact • The Parent Compact form serves as a living document outlining the responsibilities of the school, the student, and the family in building student success.

16. The Title IParent Engagement Policy andHome/School Compact Every Title I school, in collaboration with parents, MUST prepare a Title I Parent Engagement/Involvement Policy & Compact. This can be found in our school website under the Title I page. All parents with students participating in Title I, part A are invited to Participate in the review of the Parental Engagement Policy and Compact to be carried out once a year. Remember the feedback form on our School’s webpage under the Title I page called Parental Engagement Feedback.

18. Teacher Qualifications As defined in ESEA regulations, teachers must be professionally qualified in the area they teach to work in a Title I school.. You have the right to request the following information regarding your child’s teacher: • State qualifications and certification requirements for the grade level and subject s/he is teaching, • Whether the teacher received an emergency or conditional certificate through which state qualifications were waived, and • What undergraduate or graduate degrees the teacher holds, including graduate certificates and additional degrees, and major(s) or area(s) of concentration.

21. Parent-teacher conferences, meetings & requesting Interpreters • At Moncure, we conduct school-wide parent conferences each fall. Conferences will take place on October 14th. • Schools must communicate information to parents of English Leaners in a language they can understand about any program, service, or activity that is called to the attention of parents who are proficient in English. • How do I request an interpreter?
