Focus of Review: RBS Plans RBS Plans Submitted by Each Demo Site: • Voluntary Agreement – describes the RBS plan in detail and includes signatures of the directors of the public and private agencies who are committed to participate in it. • Funding Model – explains how the demonstration site will pay for the new approach, including its use of flexible state AFDC-FC funding, as well as other sources that might be used, while maintaining cost neutrality. • Waiver Requests – outlines changes in the rules related to funding, licensing and regulation that will be needed to implement the new model. Purpose of the RBS Plan Review WHAT IT IS… • a way to ensure Plans address the minimum requirements established for RBS reform, as outlined in AB 1453 and the framework document • a way to determine Plans are a reasonable test of alternative program and funding models to test during the demonstration phase WHAT IT ISN’T… • an endorsement of the plan’s overall design and approach • a judgment about whether or not the plan will work The California RBS Project 3/4/09

How Will Information Be Collected • Reviewers will receive RBS Plan by e-mail • Included will be link to online Review Tool • Those who need hard copy (Word document) can request it from Megan Stout • Reviewers have 3 weeks from receipt of RBS Plan to complete Review Tool • Reviews will be collated and summary reports generated by Implementation Leadership Team (ILT) • RBS & CDSS Consultants will provide feedback to demonstration sites The California RBS Project 3/4/09

Review Process Timeline 3. Review period ends 2. Review period begins 3 weeks 1 week 1. CDSS receives RBS Plan & assigns version control date 4. CDSS assembles inputs, creates matrix for ILT to review & analyze 5. Face-to-face meeting to discuss review findings The California RBS Project
Timetable • Reviews will occur over next 8 weeks: • Earliest plan reviews will start: March 9 • Plan reviews completed by: April 30 • Possible overlap of review period for different Demo Sites, due to staggered submission dates. • One month after receiving RBS Plan, Consultants will deliver Review Summary report to the Demo Site • Demo Sites can plan the feedback meeting accordingly • Local Implementation Coordinator sets date, invitees & location Mar 9 Mar 16 Mar 23 Mar 30 Apr 6 Apr 13 Apr 20 Apr 30 The California RBS Project 3/4/09
