  3. Strategic Plan Goals 2007-2011 1: The number of injuries is calculated as an annual number. 2: The numbers are calculated using a 5 year average. This computation method was employed as to be consistent with the USCG Budget in Brief. 3: Effective 2009-Changed from CY to FY and Reset Goals.
