History & Background • Project idea originated in summer 2003 • Goal to facilitate data sharing among Southeastern States & EPA R4 • Considered three Regional environmental issues as a pilot • Early recognition that a project in support of the CAFO program information needs was an opportunity to meet a business need and demonstrate early success.
Why CAFOs… • R4 States are tracking a considerable amount of data on CAFOs of interest to nearby States & the EPA R4 Office • EPA does not maintain all CAFO data in electronic form. • EPA has need to access data across States w/in Region to manage the program at a regional level. • Need for States to collaborate on CAFO issues • Compliance issues • Nutrient Management Plans (NMPs) • Access to data across the Region will improve CAFO program management within the States and EPA
Project Objective • To establish an Exchange Network Client at EPA R4 for the purpose of sharing State & Federal information on Concentrated Animal Feeding Operations (CAFO) with the goal to improve environmental decision-making at both the State & Federal level
Proposed Outcome • Eating & belch-control system to protect ozone layer • Shovel for by-product recycling • Natural, earth-tone cowhide • Safety-tread hoof boots • Filtering system to assure drinking water purity in milk production • Biodegradable overcoat to satisfy animal rights activists • Combination earmuffs & radio for stress reduction • Vegetarian diet of no-cholesterol, no-fat crops • High-protein, low cost, consumer-friendly beverage dispensers • Non-toxic, pesticide-free insect repellant device • Udderly soft designer bra for support • Gas control system with exhaust scrubbers powered with by-product liquids
Information Goals • Improve Data Access = Through the ability to exchange data electronically via the Network utilizing Web Services • Improve Data Quality = Through established standard business rules in the XML schema • Support Better Decisions on environmental issues around Concentrated Animal Feeding Operations
Exchange Network Benefits • Develop a model for the Exchange Network that is capable of querying multiple Network Nodes to effectively aggregate and present CAFO data. • This model will serve as a reusable component among Exchange Network tools to simplify the use of data published to Nodes and simplify the consumption of these resources for all Network partners.
Project Status • Schema Finalized • Includes 18 elements pertaining to CAFO from the ICIS schema • Incorporates shared schema components from the Core Reference Model • Draft Query Service Defined • Parameters: • Latitude and Longitude • Facility Name • Hydrologic Unit Code • Animal Type • State • State Facility Identifier
Next Steps • Node Client Prototype Developed and Tested • Node Client Demonstrated to EPA and States • States map DB’s to the approved schema • States stand up query service • Demonstration of Concept for Region 4 Administrator
