  1. LED Panel 28th February 2008 LED Standardisation Lawrence Barling Senior Technical Manager The Lighting Association

  2. ~ Acronyms ~ • IEC – International Electrotechnical Commission • PRESCO– Lamp working group • NP – New work item proposal • CD– Committee Draft • CDV – Committee Draft for Vote • FDIS – Final Draft International Standard • TR – Technical Report • EN – European Norm • CIE – Commission Internationale de l’Eclairage • Division 2 - Measurement of Light and Radiation • Division 6 - Photobiology and Photochemistry

  3. Overview • IEC TC34 (Lighting) • SC34A (Lamps) • SC34B (Caps/Holders) • SC34C (Control Gear) • IEC TC76 (Lasers) • CIE Div 2 • CIE Div 6

  4. IEC SC34A Standards – Modules • IEC 62031 • LED Module – Safety • PUBLISHED 01/2008 • IEC XXXXX • LED Module – Performance yet • No official IEC proposal (IEC Panel progressing)

  5. IEC SC34A Standards – Lamps • IEC 62560 DRAFT • LED lamps >50V - Safety • CD expected very soon • IEC XXXXX DRAFT • LED lamps >50V - Performance • Proposal PRESCO(RTK)075 • NP expected soon • Traditional parameters apply • Bare lamp – Lumens • Reflector – Cd / Beam angle

  6. IEC SC34A Standards – New proposals • IEC 61341 Amendment • Measurement of centre beam intensity and beam angle • IEC 61231 Amendment • ILCOS (International lamp coding system) • IEC 62504 (NEW STANDARD) • LED Terms and Definitions

  7. IEC SC34B Standards - Caps/holders • IEC 60061-1 Amd 32 - Caps • IEC 60061-2 Amd 29 - Holders • IEC 60061-3 Amd 31 - Gauges • LED Module connectors • Published 2003 • GUX2.5d • GUY2.5d • GUZ2.5d

  8. IEC SC34C Standards – Control Gear • IEC 61347-2-13 • LED control gear - Safety • Published 05/2006 • IEC 62384 • LED control gear - Performance • Published 08/2006

  9. IEC TC76 Standards – Lasers!! • IEC 60825-1 • Safety of laser productsPart 1 – Classification………. • Edition 2 : 2007 • LEDs for general lighting removed from scope • EN published November 2007 In previous editions, LEDs were included in the scope of IEC 60825-1, and they may be still included in other parts of the IEC 60825 series. However, with the development of lamp safety standards, optical radiation safety of LEDs in general can be more appropriately addressed by lamp safety standards. The removal of LEDs from the scope of this Part 1 does not preclude other standards from including LEDs whenever they refer to lasers. CIE S009 may be applied to determine the risk group class of an LED or product incorporating one or more LEDs.

  10. Standards – IEC TC34/TC76 & CIE • CIE S 009 : 2002 • IEC 62471 : 2006 • Photobiological safety of lamps and lamp systems • Currently being revised to be more “user friendly” and to better cover LEDs • Latest DRAFT still awaited

  11. Standards – IEC TC34/TC76 • IEC TR 62471-2 DRAFT • Photobiological safety of lamps and lamp systems – Part 2: Guidance on manufacturing requirements relating to non-laser optical radiation safety • CD stage – 76/378/CD • Comments by 21st March (extension requested as document not circulated to TC34 lighting committee) • Information to be provided by Lamp/LED supplier • Information/Marking of Luminaire

  12. CIE – Division 2 • 2-45 Measurement of LEDs – revision of CIE 127 • Revise CIE Pub. 127 to include improved definitions of quantities and methods of measurement for total flux and partial flux of LEDs and to re-evaluate other parts including spectral and color measurements of LEDs. • PUBLISHED 2007 • 2-46 CIE/ISO standards on LED intensity measurements • To prepare a CIE/ISO standard on the measurement of LED intensity based on the CIE Pub. 127.

  13. CIE – Division 2 • 2-50 Measurement of the optical properties of LED clusters and arrays • To produce a technical report for the measurement of optical properties of visible LED arrays and clusters, to derive optical quantities for large LED arrays and recommendations for measurement methods and conditions. • 2-58 Measurement of LED radiance and luminance • To prepare a CIE Technical Report setting out recommended measurement methods for the luminance and radiance of LEDs, taking particular account of the specific requirements of relevant photobiological safety standards

  14. CIE – Division 6 • 6-47 Photobiological Safety of Lamps and Lamp System • Cleveland, USA – July 2006 • Ottawa, Canada – September 2006 • Beijing, China – July 2007 • Review of CIE S 009 / IEC 62471
