  1. A spatialized approach of socio-economic indicators on a local scale. Experimentation on the ICZM case study Bouches du Rhône Jean-François Cadiou, Régis Kalaydjian, Eric Le Gentil, Lisa Ernoul, Coralie Beltrame, Julien Le Tellier

  2. PEGASO project – FP7 ENV.2009-1 PEGASO : European project aiming at building on existing capacities to develop common novel approaches and practices for sustainable development and environmental protection of coastal zones in the Mediterranean and Black Seas

  3. PEGASO CASES 10 ICZM Collaborative Application SitES(CASES) CASE Bouches du Rhône

  4. CASE Bouches du Rhône 4 very distinct entities Rhone river CASE extent 120 km Camargue delta Berre lagoon (excluded) FOS industry harbour complex Côte Bleue Marseille area 200 m Ligurian current

  5. ICZM CASE Bouches du Rhône Main drivers (EEA DPSIR framework) • Conserve (semi-)natural ecosystems, marine habitats, wetlands, water quality. Considered as important for population well being • Development of tourism and recreational activities • Preserve traditional professional fishing activities • Urban, peri urban and industrial development • 1962 -> 1999 BdR population +47% (2 times France pop. increase rate) • Marseille urban community management plan (SCOT): + 80000 to 100000 inhabitants (+5%) expected in 2030 • Harbor extension

  6. Several local level management plans in the area Côte Bleue Marseille city & harbour Camargue Natural Regional Park

  7. CASE Bouches du Rhône PEGASO project approach • Focus on the interactions between the 4 distinct entities • Consider relationship between coastal environment quality and socio-economic activities • 1st step : territorial diagnosis (requires discussions with stake-holders) • Question: • Assess the impacts of current trends and management choices on the marine and coastal uses • Method : • Consider a baseline scenario and several variants of this trend scenario • Distinguish trends independent from local decisions (national policies, industrial strategies...) and trends resulting from local decisions • Characterize the elements of the baseline scenario by quantitative indicators

  8. CASE Bouches du Rhône Indicators • Select a – reduced - set of indicators applicable at local scale regarding : • - ecosystem status • - pressures • - economic data • Historical analysis • Consider : • - Agriculture • - Urban areas • - Industry • - Natural protected areas • - Harbours • - Tourism/recreative activities • - Aquaculture and fishing Land side, territorial unit limits base on administrative communes Sea side limits based on WFD water masses

  9. Land use indicators • Corine land cover base (data since 1975 in the coastal strip) Carte : Observatoire du littoral

  10. Indicators based on INSEE statistics Source : Observatoire du Littoral

  11. Marine environment quality Mercury in sediment, 1995-2005 FOS Camargue Bathing water quality : 22 monitoring stations in Bouches du Rhône

  12. Bouches du Rhone/Marseille – Example of data set : Marine benthic habitats Pas de séries historiques

  13. Tourism and recreational activities • Exemples of indicators • Number of marinas • Number of moorings • Number of diving clubs • Hotel capacities

  14. Key points at this stage • Availability of harmonized socio-economic indicators at local scale • Consideration of transport issues Trafic routier entre Aix et Marseille +84% en 16 ans

  15. Key points at this stage • Use conflicts -> field approach Photo : M. Ranoux - Ladyss
