Program Word of welcome by Fizuly Alakbarov, Minister of Labour and Social Protection of the Population Dear Madam/Sir, In the framework of Azerbaijan’s 2011 presidency of the Regional Alliance of Labour Inspectorates (RALI) I have the honour of welcoming you for the third regional conference, organized in close cooperation with the World Bank, ILO and IALI. This RIAL conference will further strengthen the RALI network and cooperation, and create opportunities to share experiences and best practices in the region. In all countries in our region there is an increasing need to improve ensuring safe and healthy working conditions, protecting labour rights of working people, uniform implementation of legislation and international standards and promoting the active role of the social partners, due to regional development and market globalization. In achieving compliance with international labour standards, a crucial role has to be played by the national Labour Inspections. Their performance, their experience, their knowledge, their professionalism and their reliability are vital in enforcing legislation and promoting compliance by sensitization of and raising awareness and among employers, workers and the general public. Also the role of the social partners, at national level and at enterprise level as well is essential, ass well as cooperation between Labour Inspectors, Trade Unions and Employers Associations. That is why I highly support the initiative of regional Labour Inspection cooperation and information sharing in order to support enhancement of Labour Inspectorate’s performance. I particularly welcome the representatives from EU Labour Inspection Services, and our respected partnering international institutions ILO and IALI. I am sure, that we can learn a lot from each other, I wish you all a fruitful conference and pleasant stay in Azerbaijan, Fizuly Alakbarov.
Scope and objectives The theme of the conference is the role of Labour Inspectorates in the national OSH system. Plenary sessions with regional and international inputs, and workshops on prevention strategies, introduction of OSH management systems, including risk assessment methodologies, the approach of small and medium sized companies, and how to involve social partners in the improvement of working conditions will be part of the two-days conference. This third RALI conference will – in elaborating on earlier conferences in Sofia (2008) and Belgrade (2009) – further strengthen our RALI network and cooperation, in order to enhance Labour Inspectorates performance, as a part of a modernized OSH system and social dialogue, by exchanging new developments, experiences and best practices in the region, in the EU and from our respected partnering international institutions ILO and IALI. Objectives: The objectives of RALI, referring to and in line with the Sofia Declaration (September 27, 2008)and of this conference are ensuring safe and healthy working conditions, protecting labour rights of working people, uniform implementation of legislation and international (ILO) standards, and promoting the active role of the social partners.

When registering, each participant will receive a document-holder containing a name badge and detailed information on the Conference. The registration and documentation desk will remain open throughout the Conference. Working languages of the Conference and interpretation The working languages of the Seminar are Azerbaijani, English and Russian. Simultaneous interpretation will be provided in these languages. Passports and visa A valid passport (at least for 6 months) is mandatory for entry into Azerbaijan.Participants are requested to consult the Embassy or Consular Authorities of Azerbaijan in their home countries concerning the validity of passports and visa requirements currently in force.
Customs regulations The import of personal effects and merchandise which is for personal use of travellers is allowed. Health regulations No specific vaccinations are required to enter Azerbaijan. Participants are requested to consult the authorities in their home countries concerning the regulations currently in force. Sickness or accident In case of sickness or accident during the Seminar, the participants should immediately notify a member of the General Secretariat of MLSPP and/or the National Organizing Committee. Participants are advised to ensure that they have adequate insurance coverage, either at their own expense or at the expense of their nominating organization, for sickness, accident, temporary disability, death and third-party risk covering the entire duration of the Conference and the journey to and from the Conference venue. Neither the MLSPP nor the host organization accepts responsibility or liability for such contingencies. Currency regulations The unit of currency of Azerbaijan is Azeri New Manat (AZN). There are banknotes of 1, 5, 10, 20, 50, 100 and coins for the following denominations: 1, 3, 5, 10, 20 and 50 gopik. EUR1.00 = AZN 1.12 USD1.00 = AZN 0.85 ATM machines are available all around the centre of Baku.
Some major credit cards are accepted in Baku, at large hotels, restaurants and banks. Climate In November the temperature ranges from 9 °C to 16 °C. Local time The local time is Greenwich Mean Time (GMT) +4 hours. Electric current The voltage of electrical current is 220 AC50 Hz.
Program A short history of State Labour Inspection in Azerbaijan The Azerbaijan Democratic Republic (ADR) was the first successful attempt to establish a modern parliamentary Republic in the Muslim world. The ADR was founded on May 28, 1918. Economic potential, the favorable geographical-political position and is particularly famous with the rich natural resources caused political and regional difficulties for the Democratic Republic of Azerbaijan. But in a very short time government could make a lot of important decisions and achieved to create necessary state agencies. In December of 1918 it was decided to create the Ministry of Labour and in 21st of January 1919 the Ministry of Labour was founded as one of the first ministries in Azerbaijan.The State Labour Inspectorate was created the 5th of August 1919, and the statue of SLI was confirmed by the Parliament of the ADR. It should be particularly noted that the foundation of State Labour Inspection under the Ministry of Labour and Social Protection of Population contributed to substantial social reforms in Azerbaijan. With the foundation of State Labour Inspectorate all monitoring of labour protection activities were assembled in one state agency, which started to carry out this monitoring throughout the territory of the country. In a very short period eight (8) branches of State Labour Inspectorate in regions of the ADR were created. SLI played a significant role in protecting the labour rights and social rights of employees and the reinstatement of workers in their jobs after unjust abandonment of their contracts. In 1920, after the Russian Revolution, the SLI service has been disbanded; the duties and tasks of the SLI were partially entrusted to the Trade Union Organization. The 5th of October 1991 Azerbaijan gained its independence and became, as a sovereign state, a member of the International Labour Organization (ILO) and joined officially more than 50 conventions. The ILO is promoting the creation of labour inspectorate services in member countries. Until today 120 countries of the 182 ILO members already upgraded their own Labour Inspectorates, following the ratification of ILO Convention 81 on Labour Inspection, one of the most ratified ILO conventions worldwide.
