  4. eGovernment is one of five main goals of the President’s Management Agenda. • The President’s Management Agenda provides a foundation and strategy for streamlining the management and performance of the Federal government via strategic planning, linkages with budgeting, government-wide solutions, and citizen-centered design • The PMA sets five main dimensions for achieving better management: eGovernment, Human Capital, Competitive Sourcing, Financial Management, and Budget/Performance Integration • The eGovernment component has four main, stakeholder-focused, goals: • Create easy-to-find single points of access to government services for individuals; • Reduce the reporting burden on businesses — businesses should not have to file the same information over and over because government fails to reuse the data appropriately or fails to take advantage of commercial electronic transaction protocols; • Share information more quickly and conveniently between the Federal and state, local, and tribal governments; and • Automate internal processes to reduce costs internally, within the Federal Government, by disseminating best practices across agencies. • The 24 Presidential eGovernment Initiatives are intended to help the Federal Government achieve these goals by leveraging cross-agency solutions

OMB maintains a scorecard to measure the government’s overall achievement of, and progress on, the PMA. • OMB issues a quarterly scorecard measuring current achievement of, and progress toward, the ideals of the PMA • USDA was one of only a few Departments not to receive a failing eGovernment grade on the first PMA progress report issued in early 2002 • Instead, the Department received a yellowrating • Further, the Department received a ‘green’ on its eGovernment progress for the first 2 quarters (but maintained a yellow overall rating for eGovernment) • OMB cited the Department’s eGovernment strategic planning, the USDA Smart Choice Business Cases, and our participation in the Presidential Initiatives as reasons for the positive rating. • USDA must continue to make progress to ensure we receive an overall ‘green’ rating • To get the ‘green’ (money), USDA must get a green PMA rating

To get to green on the PMA scorecard, USDA must demonstrate we are committed to the Presidential eGovernment Initiatives. • While USDA must take several additional steps to ensure an overall green rating (including defining an enterprise architecture and improving IT investment controls), Presidential Initiative participation is a key measure • To ensure the Department presents an accurate and complete picture to OMB, coordination across people and agencies is required • USDA will provide an integrated status report, due to OMB September 14, on Presidential eGovernment Initiatives for which USDA is a partner (based on the template sent to all USDA liaisons in mid-August) • We depend on your help in filling out this report and maintaining communication on USDA’s contribution to your initiative’s progress • OMB will require continued reporting, which will require internal USDA communication on an ongoing basis • USDA has already provided the foundation for its participation by becoming a partner on 18 of the 24 initiatives • This participation must continue and include contribution of necessary financial and staff resources, integration of systems and processes, and other actions necessary to achieve the goals of each initiative

  10. USDA’s eGovernment Strategic Plan, and associated agency eGovernment Tactical Plans, extend eGovernment throughout the enterprise in accord with the PMA. Presidential Initiatives Solutions and initiatives that apply across Federal departments and agencies. Inter-Departmental Enterprise-Wide Solutions and initiatives that apply throughout the entire USDA organization. Departmental Strategic Plan & Agency Tactical Plans Cross-Agency/Cross-Mission Area Solutions and initiatives that apply across USDA agencies and mission areas. Applications and initiatives that deal with one USDA agency. Agency-Specific

  11. USDA’s eGovernment Strategic Plan identifies 24 USDA eGovernment Opportunity Areas, 12 of which are high-priority Smart Choice initiatives. * Opportunity was identified as a Smart Choice initiative by the USDA eGovernment Executive Council and approved by the EITIRB.

  12. To ensure cooperation and avoid duplication, many of the 24 USDA eGovernment initiatives are designed to be integrated with one of the Presidential eGovernment Initiatives.

USDA’s liaisons to the Presidential eGovernment Initiatives have several specific responsibilities. • Actively participate on the Presidential Initiative teams, representing the needs of ALL of USDA • Maintain coordination and communication with OCIO • Coordinate with USDA eGovernment Smart Choice team leads (for initiatives relating to Smart Choices) and/or with project managers for other relevant USDA initiatives • Ensure USDA and Presidential initiatives are complementary and not duplicative • USDA’s eGovernment Team can help you coordinate with relevant team leads and provide guidance or answer questions related to the Smart Choices • Advise managing partners to route all funding requests for a Presidential eGovernment initiative to the Deputy Secretary • Provide formal status on a quarterly basis and informal updates on an as-needed basis (see next slide for details)

To continue coordination, OCIO will institute a communication mechanism for reporting on the Presidential Initiatives. • Regular meetings of the Presidential Initiative liaisons for USDA will be held every other month • Future meetings will focus on providing status on the initiatives, discussing outstanding questions or issues, identifying dependencies, sharing best practices and lessons learned, and other updates • To ensure Departmental and OMB reporting needs are met, each liaison will submit a quarterly status report to OCIO on the initiative they represent • Content will be similar to the current status report OCIO is compiling • Drafts of September status report will be circulated to all liaisons • First quarterly report will be collected and finalized December 2002 • Continued general communication between USDA liaisons, Presidential Initiative teams, and OCIO is also important • Let us know of any issues you run into, practices you want to share, etc. • You can reach the eGovernment Team by e-mailing the USDA eGovernment Mailbox, egov@usda.gov, or calling 202-720-6144 • We will continue to ask for updates/presentations to the eGovernment Working Group
