Programme rationale • GRB is perfectly in line with the framework of democratic reforms underway in Morocco • GRB contributes to the institutional adoption of gender accountability mechanisms and to their translation into sectorial public policies • Consistent with UNIFEM priorities outlined in the Sub-Regional Strategies (SRS) and contributes effectively to several strategic outcomes • Strategic response to lessons learned, to needs identified and to the results of the GRB Programme Morocco Phase II evaluation • Renders UNIFEM’s overall GRB Programme Phase III Morocco operational

Programme strategy Seeks to bring effective content to the gender dimension in sectorial public policies through a gender review of Programming and State resource allocation processes: • A strategy based on converging, multi level, multi stakeholder, coordinated actions • A targeted strategy, in line with the budgetary process • A strategy implemented through 5 complementary core activities • A strategy based on institutional involvement, accountability and ownership

Core Programme Activities • Core activity I “Public policy Diagnosis/ Monitoring/ Evaluation”: • Identify populations’ priorities and needs by gender • Monitor and evaluate public policies from a gender perspective Covered through the production of targeted, disaggregated data at the national and local level as well as the Gender report involving 25 departments… • Core activity II “Sectorial public policies” • Effectively introduce the gender dimension in sectorial programmes and budgets • Identify good practices so as to consider the approach in a more sustained manner Covered through the production of the manual and applying the approach to the budgets/programmes of 5 ministerial departments…

Core Programme Activities (continued) • Core activity III “Proximity of public policy” • Civil society involvement to enhance monitoring of the gender impact of public policies • Formulate gender responsive programmes and budgets at the local and decentralized level Covered through the production of a guide, the creation of an NGO group in favor of GRB and the work underway in the framework of Information Systems and Communal Development Plans… • Core activity IV “Sharing of experiences” • Document and formalize experiences in order to facilitate their dissemination and transferability • Communication and cooperation to ensure experiences are open onto their national and international environment Covered through KM work and sustained cooperation and exchange activities…

Core Programme Activities (continued) • Core activity V “Aid financing and effectiveness” • Link GRB to new aid conditions, most notably in relation with the commitments made at the Accra Forum at the end of 2008 towards equality and respect for human rights • Tie in with other initiatives in support of budget reform, GRB and in favor of developing instruments to measure aid effectiveness Covered through the survey carried out in 10 countries, including Morocco, and which seeks to determine how GRB is in reality an instrument for the implementation of aid effectiveness principles…
