UN/ECE/WP29 146th – 148th Plenary Meetings • Since the last Meeting, Three WP29 plenary meetings were held. • 146th Plenary Meeting - Total 31 draft amendments to existing ECE regulations were adopted - One GTR (pedestrian safety) was adopted as the 9th GTR • 147th Plenary Meeting - Total 42 draft amendments to existing ECE regulations were adopted - One GTR will be developed for controls and telltale of motorcycle • 148th Plenary Meeting - Total 23 draft amendments to existing ECE regulations were adopted - 2 draft amendments to existing GTR regulations were adopted

General Statements of the146th Plenary Meeting • ATTENDANCE • Held 146th session from 11 to 14 Nov. 2008 • 32 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and other countries from APEC region and European Community (EC) • and 14 Non-governmental organizations, including OICA and IMMA, took part in the WP29 plenary meetings • General Statements • Ms. E. Molnar, Director of the UNECE Transport Division, informed the World Forum about the funding request for Global Warming and Transport. • In addition, she informed that World Bank considered a program in developing countries for the for the establishment of a periodical technical inspection system of vehicles in service.

Highlight of the Recent Sessions(1)of the146th Plenary Meeting • Highlight of the Recent Sessions • GRB (48th Noise, 1-3 Sep. 2008) - Due to the limited availability of sound values according to two test methods in ECE R.51, GRB decided to suspend GTR development. • US preferred three different sound values for passenger cars, heavy duty cars, motorcycles if GTR would be developed. • GRRF(64th Brakes and running Gear, 16-19 Sep. 2008) • Chairman informed that the development of requirements for the introduction of TPMS on vehicles was advancing and he anticipated making proposals to amend Regulation No. 64 during 2009. • GRRF exchanged views on advanced vehicle safety systems such as lane departure warning systems and advanced emergency braking systems and intention to set up informal groups

Highlight of the Recent Sessions (2) of the146th Plenary Meeting • Highlight of the Recent Sessions • GRE(60th Lighting and Light-Signalling, 1-3 Oct. 2008) - Awaiting sponsors for developing new GTR regarding new headlamp beam combinations, new front fog-lamps, LED headlamps, installation of lighting and light signalling devices on motorcycles, adaptive front-lighting systems (AFS) etc - Agreed to create a Task Force group to develop a Supplement to Regulation No. 48 regarding automatic switching of headlamps on vehicles equipped with daytime running lamps. • GRSG (95th General Safety 21-24 Oct. 2008) • GRSG had started the work on Alcohol ignition interlocks • Proposed to set up an informal group on camera-monitor systems, later endorsed by WP29

Reports of the146th Plenary Meeting (1) • 1958 Agreement • Vote of draft amendments to existing regulations • Total 31 draft amendments were submitted to AC.1 for vote • All 31 draft amendments were adopted. - 10 for GRE, 10 for GRSP, 2 for GRRF, 2 for GRPE, 7 for GRSG • GRE - R48 : allow light source to be replaced without special tools. - R19 : F3 front fog lamp will be used 36 month from now. - R98 : gas-discharged head lamp allowed for M, N, L3

Reports of the146th Plenary Meeting (2) • GRSP - R14 (Safety belt anchorage): ISOFIX for M2, M3 - R16 (Safety belt) : seat, as an alternative, utilized in a test • GRRF - R13 (Heavy vehicles braking): compatibility of communication between towing vehicle and trailer • GRPE - R83 (Emission of M1 and N1 vehicles) : strict soaking temperature for precision • GRSG - R43 (Safety Glazing) : amend according GTR 6. - R107 (M2 & M3) : height of control device for emergency door in case of high-decker
6. Reports of the146th Plenary Meeting (3) • 1998 Agreement • Consideration and Vote of draft GTRs : • Draft GTR on Pedestrian Safety was adopted unanimously. • Draft amendment to GTR, Electronic Safety Control (ESC) was adopted

Reports of the146th Plenary Meeting (4) • Progress in the Development of New or Amending GTRs • Pedestrian Safety - AC.3 agreed to consider FLEX-PLI and waited a formal proposal. • Head Restraints (GTR No.7) - AC.3 agreed to defer consideration of the 2nd Phase proposal to the next session • HFCV - Germany informed AC.3 about the work progress of the GRSP subgroup on safety issues (SGS). - Agreed on Basic structure of phase 1 of the GTR includes storage systems for compressed gas and for liquid hydrogen, vehicle fuel system integrity and electric safety. • Tyre - Agreed tyre for passenger vehicles and commercial vehicles up to 4,536 kg, covered 90% - Need a decision in March 2009
8. Reports of the146th Plenary Meeting (5) • Exchange of Views • Passenger Vehicle Brakes - GTR development was suspended • Motorcycle control and Tell-tale and Indicators - Decision on GTR development was postponed to next session.

General Statements of the147th Plenary Meeting • ATTENDANCE • Held 147th session from 10 to 13 March 2009 • 34 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; India; US and other countries from APEC region and European Community (EC) • and 10+ Non-governmental organizations, including OICA and IMMA, took part in the WP29 plenary meetings • General Statements • Ms. E. Molnar, Director of the UNECE Transport Division, said the WP29 now considered Transport and Global Warming.

Highlight of the Recent Sessions(1) of the147th Plenary Meeting • Highlight of the Recent Sessions • GRSP(44th Passive Safety, 10-12 Dec. 2008) • Informal Working Group on Head Restraints GTR Phase II requested opinions from contracting parties to complete by 2011. • Amendment to Pedestrian Safety GTR Phase II, Development of flexible leg form impactor was discussed. • NHTSA, EU agreed to develop injury criteria, seating position, and so on for WorldSID. • GRPE (57th Pollution and Energy 13-16 Jan 2009) • Establish a roadmap to develop a GTR on Worldwide harmonized Light vehicles Test by June, vote by 2014. Decided to develop and vote Draft Off-cycle emission GTR in June Session

Highlight of the Recent Sessions(2)of the147th Plenary Meeting • Highlight of the Recent Sessions • GRRF (65th Brakes and Running Gear, 2-6 Feb. 2009) - Decided to develop TPMS regulation by Nov, 2009. - WP29 endorsed to set up informal groups to handle automatic emergency braking systems and lane departure warning systems. • GRB (49th Noise, 16-18 Feb. 2009) - Group agreed to start discussion on limit values for M1 only. - Need additional data for discussion on limit values for other categories.

Reports of the147th Plenary Meeting (1) • 1958 Agreement • Vote of draft amendments to existing regulations • Total 42 draft amendments were submitted to AC.1 for vote • All 42 draft amendments were adopted. - 24 for GRE, 2 for GRSP, 8 for GRRF, 7 for GRSG, 1 for GRB • GRE - R3(Retro-reflecting devices) : added new color requirements as R48 was amended. - R6(Direction indicators) : LED can be used for direction indicators . Etc.

Reports of the147th Plenary Meeting (2) • GRSP - R11 (Door locks): insert a new paragraph (Mount the test fixture with the latch and striker... ) - R44 (Child restraint systems) : Insert a footnote a dimension of 500 mm in a test fixture specified in para. 7.1.4.1.10.1.1 • GRRF - R13 (Heavy vehicles braking): Amend vehicle categories according to RE3. - R13H (Braking for M1 and N1) : New requirements for vehicles with temporary wheels • GRSG - R34 (Fire risks): Add requirements for component type approval - R43 (Safety Glazing): Add mark symbol “XI” for laminated glazing except windscreen • GRB - R117(tyre rolling noise) : use new pneumatic tyre instead of tyre

Reports of the147th Plenary Meeting (4) • Progress in the Development of New or Amended GTRs • Pedestrian Safety(GTR No. 9) - Agreed to take a decision for Japan’s proposal of Flex-PLI • Head Restraints (GTR No.7) - Hold a meeting in GRSP in May regarding Japan’ proposal for the development of phase 2 of GTR take a decision in June plenary session • HFCV - Germany informed AC.3 about the work progress of the GRSP subgroup on safety issues (SGS). - Limit the scope for passenger cars - Provisions for compressed and liquid hydrogen and related electric safety issues • Tyre - ETRTO requested GTR for radial passenger car tyre, commercial and light truck tyre by 2010 and fully harmonized GTR for commercial and light truck tyre by 2013 - AC3. were in favor of two step proposal.

Reports of the147th Plenary Meeting (5) • Exchange of Views • Side Impact - No new Information Worldwide harmonized light-vehicle test procedures (WLTP) - France proposed to developed a roadmap for WLTP GTR - AC3 agreed to take a decision in June Session • Proposal to develop controls and display GTR for Motorcycle • GRSG proposed to develop GTR for motorcycles - In this proposal, 21 symbols were presented - US informed only 10 out of 21 would be incorporated.

Molnar, Director of the UNECE Transport Division, stressed the global warming affects and measures in transport sectors. • Director also mentioned a round table on Global Warming and Transport which will be held June, 2010.

Highlight of the Recent Sessions (1) of the148th Plenary Meeting • Highlight of the Recent Sessions • GRE(61st Lighting and Light-Signaling, 30 March-3 April 2009) - GRE considered GTRs for headlamp, front fog lamp, installation of lamps in motorcycles, LED headlamp. - GRE discussed consolidation of regulations 6, 7, 23, 38, 77, 87, 91, 119 • GRPE (58th Pollution and Energy 9-12 June 2008) • Chairman reported that ECE R 49, 83, 101 should be reviewed for introduction of EURO 5 • Chairman also reported that Informal group on GTR 6(WWH-OBD) finished successfully their mission

Highlight of the Recent Sessions(2)of the148th Plenary Meeting • Highlight of the Recent Sessions • GRSG (96th General Safety, 4-8 May 2009) - Chairman reported the group agreed GTR No. 6 would be reflected to ECE R. 43. - Poland proposed that an informal group be established to review emergency doors in buses and coaches. The amendment shall be completed by the end of 2011. • GRSP(45th Passive Safety, 25-29 May 2009) • Chairman reported that the introduction of FLEX-PLI in the 2nd phase amendment of GTR No.9(pedestrian Safety) should be reviewed further following preview of Japan’s proposal • The installation of seatbelts in Bus(Class II) should be further discussed.

Reports of the148th Plenary Meeting (2) • GRSP - R11 (Door latches and hinges): made it clear loading conditions for a rear door opens vertically - R12 (Steering wheel) : Amended specifications of plywood attached to a fixed barrier • GRRF - R13 (Heavy vehicles braking): Warning sound allowed in addition to warning lamp when brake linings are worn out - R13H(Brakes for M1 and N1) : Warning sound allowed in addition to warning lamp when brake linings are worn out • GRPE - R49 (Emission of CI and PI engines : Off-cycle emission reflected along with OCE GTR submission

Reports of the148th Plenary Meeting (3) • 1998 Agreement • Status of the Agreement • 31 contracting parties to the 1998 Agreement • Consideration and Vote of draft GTRs : • One draft GTR, Off-cycle Emission was adopted by consensus of Contracting Parties present • The proposed Amendment regarding GTR No. 2(Motorcycle Emission) and GTR No. 3 (Motorcycle braking) was adopted by consensus of Contracting Parties present
7. Reports of the148th Plenary Meeting (4) • Progress in the Development of New or Amended GTRs • Tyre : pending issues - Scope : passenger vehicle by 2010, light truck by 2013 - Marking : retain ‘tubeless” delete ‘radial’ UN/ECE mark and US DOT Global Marking
