Summary of UN/ECE/WP29 152th–153th Plenary Meetings Since the last Meeting, Two WP29 plenary meetings were held 152th Plenary Meeting - Total 42 draft amendments to existing ECE regulations were adopted - 2 amendments of GTR No.9(Pedestrian Safety) were adopted 153th Plenary Meeting - Total 41 draft amendments to existing ECE regulations were adopted - One amendment of GTR No.6(Safety Glazing) was adopted

General Statements of the 152th Plenary Meetings Attendance 152th session (9 - 12 Nov. 2010) - 32 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and other countries from APEC region and European Community (EC) - 8 Non-governmental organizations, including OICA and IMMA, etc., Opening Statements Argentina informed, in the near future, Argentina would become gradually a full member of WP.29 Argentina, Brazil and Uruguay were closely cooperating in the area of vehicle regulations

Highlight of the Recent Sessions of 152th (1) Recent GR’s Sessions GRB (52th Noise, 6-8 Sep. 20) • Agreed to have a detailed discussion on the evaluation parameters for • Environmentally Friendly Vehicles(EFV) regarding noise - Mr. Ch. Theis (Germany) re-elected as GRB Chair for the 2011 GRRF(68th Brakes and running Gear, 21-24 Sep. 2010) - Agreed that the terms of reference of the informal group(IG) on an alternative method to assess the vehicle electronic stability control (AMEVSC) should be extended to include vehicles of categories N2 and N3 in its work - LDWS : Examples of national road marking layouts should be provided to GRRF for integration into the draft Regulation on lane departure warning systems(LDWS) • Considering setting up an IG on automatic coupling devices under Regulation No. 55 • and will be submitted to WP.29 of the appropriate terms of reference - Mr. Yarnold (United Kingdom) re-elected GRRF Chair for the 2011

Highlight of the Recent Sessions of 152th (2) GRE (64th Lighting and Light-Signalling, 4-7 Oct. 2010) • With regard to the 1958 Agreement, GREsuggested to assign to GRE Regulations • Nos. 60 and 121 related to driver’s visibility, currently under the responsibility of • GRSG. • Agreed to set up a permanent ad hoc group of experts to work on issues • related to Regulation No. 10 • - Mr. Gorzkowski (Canada) had been re-elected as GRE Chair for 2011 GRSG (99th General Safety 19-22 Oct. 2010) • Informed about the GRE request to take on the responsibility of Regulations Nos. 60 • and 121. GRSG was of the opinion that they should remain under its responsibility • because GRSG was already dealing with tell-tales for motorcycles and the field of • vision of the driver • - GRSG had agreed with the proposal for draft Rule No.2 as well as with the proposal for • guidelines on establishing requirements for high-priority warning signals by ITS IG • Mr. Erario (Italy) had been re-elected GRSG Chairman and Mr. Matolcsy (Hungary) • as Vice-Chairman for the 2011 sessions

Report of the 152th Sessions(4) 1998 Agreement Consideration and Vote of draft GTRs : • - Amend GTRs : Specify Test procedure • GTR No.9(Pedestrain safety) : Add test description and insert figure • GTR No.9(Pedestrain safety) : Modify exempt condition (1,000mm=>1,100mm) of • category 1-1 vehicles Progress in the Development of New or Amending GTRs Pedestrian Safety(GTR No. 9) • Consider FLEX-PLI into the GTR No. 9 and several proposal • to solve the remaining issues Head Restraints(GTR No.7) - Report of the first progress of the 2nd Phase of the GTR WHDC(GTR No.4) - Report of development of new emission test procedures for heavy duty hybrids - Consider new GTR or additional annex to GTR No. 4 WMTC(GTR No.2) - Insertion of limit values into the GTR was close to an agreement - The gear shifting procedures would be considered

Report of the 152th Sessions(5) Hydrogen and fuel cell vehicles(HFCV) • HFCV subgroup on environment did not plan to develop a specific GTR, but would • work on amendments to the existing regulations related to environment issues Tyres • Possibility of including the provisions on rolling resistance in the second phase of • the development of the gtr. AC.3 agreed to take a decision on this matter at its March • 2011 session Location and identification of Motorcycle controls, tell-tales and indicators • A formal proposal containing a list of symbols would be considered by GRSG • at its April 2011 session • - EU suggested that a malfunction indicator lamp symbol should be included in the GTR Worldwide harmonized Light Vehicle Test Procedures(WLTP) • Underlined the tough timeline to develop the GTR on WLTP and the complexity of • the process and multiple tasks • - GRPE will consider in detail at the forthcoming session in January 2011 GTR No. 6(Safety glazing) - Submitted a proposal for Amendment 1 to GTR No. 6 and its final report for consideration by AC.3 at its March 2011 session

Report of the 152th Sessions(6) GTR No. 11(NRMM) - The proposal for a definition of NRMM in R.E.3, to be considered by WP.29 at its March 2011 session, AC.3 agreed to consider its possible inclusion into the Special Resolution No. 1 (S.R.1) Proposal to develop new GTRs and/or amendments to established GTRS • USA introduced proposing to correct GTR No. 8 with regard to the Electronic • Stability Control (ESC) malfunction tell-tale • AC.3 agreed to refer this proposal to GRRF for consideration as a draft corrigendum • to the GTR Exchange of Views Marking in global technical regulations - The global harmonization of approval marks was not possible because the 1998 Agreement cover neither certification procedures nor mutual recognition of approvals - Remove this item for the 2011 sessions, unless any new information was forthcoming

General Statements of the 153th Plenary Meetings Attendance 153th session (8 - 11 Mar. 2011) - 35 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US ; European Union (EU), and so on - 10 Non-governmental organizations, including OICA and IMMA, etc., Opening Statements Reported on the launch of a public consultation concerning the strategy of UNECE for promoting Intelligent Transport Systems (ITS) Invited the WP.29 representatives to participate in the 3-year project, funded by the United Nations Development Account (UNDA), on the development and implementation of a monitoring and assessing tool for CO2 emissions in all inland transport modes to facilitate climate change mitigation for future inland transport systems (ForFITS)

Highlight of the Recent Sessions of 153th (1) Recent GR’s Sessions GRSP (48th Passive Safety, 7-10 Dec. 2010) • Agreed to submit new proposed terms of reference for the informal group on gtr • No. 7 (Head restraints) including the extension of the mandate of the group until • 2013 • - Agreed to seek guidance from WP.29 and AC.3 on the possibility of giving • priority to introducing the Flex-PLI provisions into the draft Regulation to be • annexed to the 1958 Agreement • Hydrogen and fuel cell GTR programme : A draft GTR was expected to be submitted • to GRSP at its December 2011 session in and will be submitted it for voting at its • Jun 2012 session • Informed WP.29 that GRSP had agreed not to delay the adoption of a new Regulation • on Child Restraints by the May 2012 session of GRSP • Ms. S. Meyerson (United States of America) had been re-elected GRSP Chair for the • 2011 sessions GRPE (61th Pollution and Energy, 11-14 Jan. 2011) • Informed about the possible delay in the Development of the Harmonized driving Cycle • (DHC) due to difficulties of the data collection in some regions • Decided to finalize a first set of recommendations on market fuel quality and will be • requested insert these specifications as a new annex to R.E.3 to WP29

Highlight of the Recent Sessions of 153th (2) GRRF (69th Brakes and Running Gear, 1-4 Feb. 2011) • - Alternative method to assess the vehicle electronic stability control (AMEVSC) should • further consider the possibility to use computer simulation for the assessment of • Electronic Stability Control systems of motor vehicles • AEBS : GRRF was still considering two options for the regulatory approach to be • followed for advanced emergency braking systems (AEBS): • (i) a two-Regulations approach (i.e. a first one on collision mitigation and a second • one on collision avoidance) • (ii) a single Regulation including both matters GRB (53th Noise 15-17 Feb. 2011) • ECE R41 on new limit value of motorcycle, completed consideration and will be • submitted at next WP29 Jun session • - Amendment to ECE R51 of test procedures of tyre rolling resistance will be submitted • at next WP29 Jun session

Report of the 153th Sessions(3) GRSG • R46 (Indirect vision): Introduce definition of central driving position • R107 (M2,M3 Vehicles) : Modify installation of escape hatches, doors and windows • R107 (M2,M3 Vehicles) : Introduce seat height(250mm) of Class I, A • for reduced mobility • R107 (M2,M3 Vehicles) : Insert requirement of Driver’s compartment • R121: Insert tell-tale of ESC and modify reference standard(ISO) • R43(Safety glazing): Clarify sample marking of safety glazing for type approval GRRF - R13(Heavy vehicles braking), R13H(Brakes of M1 & N1) : Align the provisions in R13 with those in R90 regarding the information necessary for the type approval to identify the original replacement discs and drums - R90(Replacement brake lining assemblies) : Cover minimum performance standards for replacement brake discs and drums for vehicles of categories M, N and O

Report of the 153th Sessions(4) Other Business Establishing an electronic database for exchange of type approval(DETA) - launched a try out period for the new database and invited all stakeholders - Continuously considering proposals for the format of the type approval documentation Organization of the next EFV conference - Organization of the EFV conference will be held in the US in 2012 - The venue and date would be provided at the June 2011 Revision of the publication “WP29 ; How it works, how to join it” - Preparing amend the UN publication "WP.29; how it works, how to joint it", known as the "Blue Book" - WP.29 requested contributions and comments of all CPs by 6 June 2011 - Revised version of the publication will be considering at its Jun 2011 session

Report of the 153th Sessions(5) Safer vehicles as the third pillar of the Global Plan for the Decade of Action for Road Safety 2011–2020 - WP.29 would be globally launched on 11 May 2011 This Global Plan provides a framework to increase actions to save lives on the world's roads WP.29 Suggestions : (a) Identify Pillar 3 activities under the responsibility of WP.29 (b) Mandate the subsidiary bodies of WP.29 to address their tasks (c) Invite the secretariat to participate in the meetings of the Evaluation Working Group that will be set up within this framework => WP.29 will be decided to revise this approach at the June 2011 session

Report of the 153th Sessions(6) 1998 Agreement Consideration and Vote of draft GTRs : 1 item • - Amend GTR : • GTR No.6(Safety Glazing) : Amend identification marks for windscreen • with harmonized ECE R43 Progress in the Development of New or Amending GTRs Pedestrian Safety(GTR No. 9) • Concerning Flex-PLI into GTR No. 9 (Phase 2), AC.3 noted the request of • GRSP for guidance . AC.3 agreed to continue consideration at June 2011 session Head Restraints(GTR No.7) Regarding to IG on Phase 2 of GTR No. 7, introduced a proposal for amending the terms of reference and the second progress report of the informal group - Focus on dynamic test to mitigate both short and long-term whiplash injuries - GTR proposal was scheduled for adoption by AC.3 in June 2013, pending the finalization of injury criteria

Report of the 153th Sessions(7) Door-locks and door retention components (GTR No.1) • Draft amendments to the GTR would probably be finalized at the May 2011 session • of GRSP WHDC(GTR No.4) • Informed development of new test procedures for Heavy Duty Hybrids (HDH) on • the emissions of pollutants and CO2 • Request to AC.3 to extend the mandate of the GRPE informal group to also • include a power pack test procedure WMTC(GTR No.2) • GRPE had adopted a proposal to introduce performance requirements into the • GTR and will be voting at WP29 June 2011 session Hydrogen and fuel cell vehicles(HFCV) - Draft GTR would be considered and voted at its June 2012 session, instead of November 2011 Tyres • Regarding to including the provisions on rolling resistance in the second phase of • the development • - AC.3 agreed to have a final decision on this issue at its Jun 2011 session

Report of the 153th Sessions(8) Location and identification of Motorcycle controls, tell-tales and indicators • Informal group would meet prior the session to solve the pending matters • - Draft GTR might be submitted to WP.29 at their November 2011 sessions Worldwide harmonized Light Vehicle Test Procedures (WLTP) • Reported reassessment of the WLTP project taking into account the outcome of • the forthcoming meetings of DHC, DTP and the GRPE session in June GTR on Pole Side Impact (PSI) • Collecting the safety need case with a number of countries providing statistics • Agreed to use World Side Impact Dummy (WorldSID) as a test tool and is working in • conjunction with the informal group on harmonized side impact dummies • PSI informal group was considering the merits of three test procedures: • (i) perpendicular (modelled on Euro New Car Assessment Programme) • (ii) oblique (modelled on FMVSS 214) • (iii) perpendicular offset Consideration of Candidate global technical regulations United States of America 2012–2016 light-duty vehicle Corporate Average Fuel Efficiency (CAFE) and Greenhouse Gas (GHG) standards => This request would be appended to the listed technical regulation
