What is the European Social Dialogue The European forum for discussion between employers and employees on matters linked to employment, working conditions, vocational training, innovation and enlargement 869
What is the European Social Dialogue In other words: The forum where the discussion takes place within the European Union on the development of the European hairdressing industry
EC: Organisations representing both sides shall - be organised at European level - consist of organisations which are an integral and recognized part of Member States’ social partner structures and have the capacity to negotiate agreements - have adequate structures to ensure their effective participation in the work of the committees Sectoral representatives
For hairdressing a sectoral social dialogue committee was established by the European Commission in 1998. Recognized social partners at the EU-level are UNI Europa Hair & Beauty for employees and Coiffure EU for employers Sectoral dialogue committees
Balanced support for both parties Each Committee, together with the Commission, establishes its own rules of procedure Social partners establish joint work programs Social partners select their instruments: agreements, codes of conduct, guidelines, recommendations, joint declarations, good practices etc. EC promotes and facilitates the social dialogue
The social dialogue is a force for modernisation and change The SD is a key to better governance Social partners have a role as actors in the process of change and reform The SD helps in preparing and follow up for enlargement Social partners are consulted by the EC on proposals in the social policy field The SD is bipartite and builds on autonomy of social partners The view of the EC on the future of the social dialogue
