  2. The Problem: “Spies and hackers exploit world cyber rule void” • Best weapon against cyber crime would be international regulation of cyberspace • Unfortunately, governments are too focused on national issues and are often complacent about cybersecurity • The reality is that nations must collaborate to achieve robust protections for their citizens at both a policy level and a technological level “We must formulate an international strategy and response to cyber attacks that parallels the traditional laws governing the land, sea, and air.” - Michael Chertoff, former Secretary of the U.S. Department of Homeland Security Approved for public release; distribution is unlimited.

  3. The Technical Cooperation Program (TTCP) • TTCP is a Five Eyes military research and development (R&D) collaborative Memorandum of Understanding (MOU) designed to allow cooperation on research to reduce duplication of effort and maximize mutual benefit • It is divided into 11 Groups covering major technical areas spanning military areas of interest • Aerospace Systems Group • Command, Control, Communications, and Information Systems (C3I) Group • Chemical, Biological, and Radiological Defense Group • Electronic Warfare Systems Group • Human Resources and Performance Group • Joint Systems and Analysis Group • Land Systems Group • Maritime Systems Group • Materials and Processing Technology Group • Sensors Group • Conventional Weapons Technology Group Approved for public release; distribution is unlimited.

  4. TTCP C3I Group TP11 US National Leader • C3I Group addresses technologies to achieve interoperable, seamless information systems focused on the support of allied military missions • Activities encompass the technologies of communications, distributed information systems, command and control, decision support, and information operations and include technology exchange, collaborative development, analysis, and evaluation through systems development, to include hardware, software, and components • Technical Panel 11 focuses on the areas of Information Assurance (IA) and Defensive Information Warfare (DIW) • As US National Leader, I am responsible for coordinating relevant US research efforts in support of TP11 Approved for public release; distribution is unlimited.

TTCP 2009 Annual Meetings, United Kingdom • “Quality of Protection and the Black Core” workshop • Exploring the synergies between the network management and computer network defense communities, with a particular focus on providing security (Quality of Protection) and availability (Quality of Service) in a black core architecture • TP11 themes • Coalition IA – Research directed towards establishing a secure environment for information exchange within and across the information networks supporting combined operations within alliances of long-standing, and the dynamic, mission-specific networks supporting ad-hoc coalition operations • DIW in coalition environments – Providing Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) for the IW battlespace in coalition networks with specific emphasis on providing a coalition common operational picture (COP) for the IW battlespace in support of C3I Group’s strategic COP objectives Approved for public release; distribution is unlimited.

  6. TTCP 2010 Annual Meetings, San Diego, CA • SSC Pacific will host TTCP Technical Panels 6, 8, and 11 from 25 October through 5 November 2010 • Policy-Enabled Coalition Communications Project Arrangement (PECC PA) face-to-face meeting 25-29 October • Panel business meetings 1-5 November • Important to encourage participation from technical experts in RF communications, networks, and IA domains • Sponsor/customer participation is welcome • Warfighter participation is highly desirable • More information on TTCP is available at http://www.dtic.mil/ttcp Approved for public release; distribution is unlimited.
