  3. Summary of 05 UASI • Currently, $10.4 million expended against the $77.5 million award. An increase of approximately $3 million of reimbursements since the October CAO meeting. • Grant expires on March 31, 2007 and no extension will be requested. • Proactive approach to evaluating projects weekly and holding projects to reimbursement schedules. National Capital Region

Recommended Reprogramming Process • Nonperforming projects and unspent dollars will be reviewed and reprogrammed monthly. • Review of nonperforming projects and unspent dollars by CAOs and SPG during monthly meetings (Dec 6, and Jan 3) • Dollars will be assigned to prioritization list National Capital Region

Prioritization of Projects in the Backlog • Must prioritize the backlog • Recommended prioritization will be developed by narrowing the projects in the backlog that can be performed within a 3-month timeframe • Program office will utilize the prioritize list to assign dollars • Current dollars available are approximately $1.1 million. National Capital Region

  7. 05 UASI Projects at Risk • Project: Regional Water Supply Emergency Operational Plans and Best Management Practices Guide For Water Security • Jurisdiction PM: Steve Bieber • Funding Amount: $ 425,000 • Status: Updated project plan and status reports on file. Project no longer considered at risk. National Capital Region

  8. 05 UASI Project at Risk • Project: Statewide Early Warning System for Maryland Public Water Supply • Jurisdiction PM: Paul Emmart • Funding Amount: $ 1,550,000 • Status: MD legislature has already approved the project and have $250 reimbursement request in house to be processed. Project no longer considered at risk. National Capital Region

  9. 05 UASI Project at Risk • Project: Law Enforcement PPE • Jurisdiction PM: Yuoko Elliot • Funding Amount: $ 512,500 • Status: Have POs for all equipment and on track to expended by February. Project is no longer at risk. National Capital Region

  10. 05 UASI Project at Risk • Project: NCR Incident Management Team Training • Jurisdiction PM: Deputy Chief Daryl Louder • Funding Amount: $ 786,674 • Status: Projected expenditures for this project show an unspent balance of approx. $260K and have extended the timeline so an additional training can be conducted in January. National Capital Region

  11. 05 UASI Project at Risk • Project: Resource & Logistics Support Enhancement • Jurisdiction PM: Yuoko Elliott • Funding Amount: $ 70,000 • Status: Dollars have been placed into the reprogramming line. National Capital Region

  12. 05 UASI Project at Risk • Project: First Responder Protection • Jurisdiction PM: Darlene Flynn • Funding Amount: $ 598,550 • Status: Awaiting a revised schedule and budget for completing all expenditures. National Capital Region

  13. 05 UASI Project at Risk • Project: Outdoor Warning System Pilot Program • Jurisdiction PM: • Funding Amount: $ 400,000 • Status: Contract awarded in Arlington as of September 20, 2006 for design of the pilot. Also have received a revised schedule for completion. Project is no longer considered at risk. National Capital Region

  14. 05 UASI Project at Risk • Project: Regional Interoperability Project • Jurisdiction PM: Robert LeGrande • Funding Amount: $ 10,460,056 • Status: Proposals have been received and looking to award within the next 2 weeks. This project is on a watch list by the SAA PM to monitor closely. National Capital Region

  15. 05 UASI Project at Risk • Project: NCR First Responder Passport Initiative (Credentialing Project) • Jurisdiction PM: Mark James • Funding Amount: $ 1,062,088 • Status: Project Plan was received for review and approval on September 21, 2006. Initial status report has been received and will be asked to revise. National Capital Region

  16. 05 UASI Project at Risk • Project: VA - Credentialing • Jurisdiction PM: Mike McCallister • Funding Amount: $ 750,000 • Status: Project Plan & Work Plan was received on 9/19. The project is being monitored closely by SAA. National Capital Region

  18. 05 UASI Projects at Risk • Project: MMRS • Jurisdiction PM: NVRC • Funding Amount: $ 2.9 million • Status: Reimbursement schedule is not being met and will call for a revised spending plan based on purchasing a additional pharmaceuticals. National Capital Region
