IRC - Codes Report October 28th 2011
Codes Update • Outline • Code Development Update • Project Updates • Policy-Related Activities (Executive Committee) • Part 9 related work • Joint Tasks with Other Committees • Energy efficiency in Housing and Small Buildings • Upcoming Meetings – Schedule
Code Development Update • Publication Dates • NECB is being published – November 18th , 2011 • Publication alignment for 2015 codes under discussion • First Public Review towards 2015 NBC, NFC, NPC • Right Now – www.nationalcodes.ca • October 24th to December 16 • 1 Part 9 Interim change: Reference ASTM Nailing Standard • 1 Part 9 change: Anchorage requirement held back • Public Review on Energy Delayed • January 9th to February 24th 2012
Policy–Related Activities • Currently Active Tasks • New Objective – Water-Use Efficiency (TG Scoping) • Renewal of the Farm Building Code (TG Scoping) • Sprinklers, Stairs, Guards, Fire Performance of Houses • Removal of an Objective • Activities about to get underway … • Energy Target for the NECB (CCBFC ballot to approve task) • TG on Review of the Code Development System • TG on Harmonization (Provincial-National) • TG on Impact Analysis (Phase 2)
Policy–Related Activities • Sprinklers • Request: EC asks SCHSB and SCFP for assistance to inform policy considerations • Approach: Joint HSB/FP Task Group • TG Mandate: Review cost/benefit data & asses technical merit • TG Status: SC review and approval of Terms of Reference • Step Dimensions (7”-11”) • Request: EC asks SCHSB and SCUE for assistance to inform policy considerations • Approach: Subtask group of existing Joint Task Group on Stairs • sTG Mandate: Review of benefit studies & Developing cost impact • sTG Status: SC review and approval of Terms of Reference
Policy–Related Activities • Climbable Guards • Direction: • EC will communicate CCBFC concerns to Standing Committees • EC will clarify that new code change request can be considered • Fire Performance of Houses • Direction: • EC will ask SCHSB for assistance (with help from FP) to inform policy considerations • Assess impact of research findings on current code & objectives • Approach: • HSB TG with expertise from FP • Mid-Rise Construction (not Part 9)
Part 9 Work • Joint Tasks with Other Committees (ES – Part 5) • EIFS • Progress: reviewed standards (4 meetings) • Next meeting: January 19th 2012 • Approach: • reference S716.1, 2 and 3 standards in a separate Subsection in 9.27 • Add rainscreen-EIFS as acceptable option in 9.27.2.2 • Outstanding work: • review 9.27.3 , 9.27.4. and 9.27.5 for conflicts • cross-references to • 9.25. – vented cavity • 9.10. – foamed plastics • 9.23.13. – lateral bracing
Part 9 Work • Joint Tasks with Other Committees (ES – Part 5) • Sound Transmission between Dwelling Units • Progress: 3 meetings • Next Meeting: January 2012 • Approach • Flanking noise will be addressed by • Existing Sound and fire Tables • additional information in tables
Part 9 Work • Joint Tasks with Other Committees (ES – Part 5) • Roofing, Waterproofing, Dampproofing Standards • Progress: Developed code language to replace application standards - SCES rejected approach • Next meeting: January 2012 • Approach: • Replace material standards • Find ASTM/International equivalents for application standards • Outstanding work: • Identify and review potential standards
Part 9 Work – Energy Efficiency • Executive Committee – Guidance • Overall Cost-benefit Calculations: • Whole house analysis – YES • Simple Payback – NO • Value Index – NO • Incremental Construction ($) & Energy Benefit ($) • Division C – reporting requirements • Compliance Report required • Compliance Report can be generated by HOT2000 • “check-list” like approach • Development of Public Consultation Document
Part 9 Work – Energy Efficiency • New subjects or significant revisions • Changes to Application
Part 9 Work – Energy Efficiency • New subjects or significant revisions • Changes to attic requirements? • Site-built windows ? • HVAC duct alternative ! • Simple Trade-Off Examples ! • Simple Trade Off Limits ? • Opaque-to-Opaque option • Difficulties to characterize attic spaces (roof shapes, styles) • Limits may have to be introduced (vertical/vertical only, certain minimum geometries) • Transparent-to-Transparent • Limit on solar heat gain coefficient • maximum allowable increase of U-value
Part 9 Work – Energy Efficiency • Changes to attic requirements • Intent to avoid requiring high heel trusses • Modeling done without high heel trusses • Currently proposed • Slope not more than 1200mm projection • Perimeter at least at Wall R-value • Current Practice • Slopes 5/12 to 7-12 are most common • 30% - 40% of truss designs already comply • Mostly affects low slopes • New Proposal (to be discussed) • Regulate truss minimum heel height?
Part 9 Work – Energy Efficiency • Site-built windows • Introducing prescriptive alternative • To be discussed
Upcoming Meetings – Schedule • Standing Committee on Housing and Small Buildings • November 16-18 – Vancouver – Part 9 Energy Efficiency • February 2012 – Ottawa – Non-energy subjects • April/May 2012 – Ottawa – Part 9 Energy Efficiency • Standing Committee on Energy Efficiency in Buildings • November 9-10 – Ottawa – Part 9 Energy Efficiency • sTG – Code Consolidation (EEHSB) • March 2012 – Ottawa – Review of Public Review Comments • Commission on Building and Fire Codes • July 2012 – TBD – Approval of Part 9 Energy Efficiency
