Framework agreed to in the 2006 EB • A 3 stage staffing process • Establishment of a Priority Placement Pool which is centrally managed and considered first for all vacancies. • Establishment of a Permanent Teacher Register. • A selection process which involves a written application, referee comments and possibly interviews. • The phasing out of 10 year tenure.

  3. Vacancies where eligible permanent and employable teachers can apply and be considered equally for positions • Country schools • Snap and Aboriginal/Anangu schools • Index of Disadvantage Categories 1, 2 or 3. • Identified special interest areas in designated special interest schools (see appendix 11) • Designated special service units (see appendix 12) • Designated hard to staff curriculum subject areas in all schools (see appendix 5)

Priority Placement Pool Refer Appendix 1 - definitions • Teachers with an approved Work Cover claim • Permanent teachers with an approved high level Special Placement Agreement. • Permanent teachers who hold a guaranteed right of return to the metropolitan area • 4 year involuntary PATs. • Permanent country teachers in their 4th year of continuous service in a zone 4 or 5 or 5th year in a zone 2 or 3 country school. • Permanent eligible teacher in their 4th year of continuous service in IoED cat 1 or 5th year in IoED cat 2 schools.

  5. PPP - 3 levels of priorityRefer Appendix 1 - definitions Leve1 1 – Approved Work Cover claim and approved Special Placement Agreement Level 2 – Teachers able to use country to metro guarantee (I, J and G) and 4 year involuntary PATs Level 3 – All other teachers in the PPP.

  6. Permanent Teacher Register.Permanent Teachers who do not hold an ongoing appointment and require placement. • Teachers returning from leave and not holding right of return. • Unplaced teachers including PAT and TPT excluding 4 year involuntary PATs • Teachers identified through Required Placement. • Teachers identified through Limited Placement (10 year tenure) • Teachers completing tenured positions who do not hold right of return • Teachers actioning a remote country to nearer country guarantee • Aboriginal teachers employed through the Aboriginal Employment Strategy • Country Student Scholarships recipients • Early Targeted Country Graduate Scheme recruits.   7. Local Selection PanelRefer Appendix 4 • Principal or their nominee • AEU representative elected by AEU members on the staff. • All members of the panel must undertake designated training. • Sources of information are written application and referee comments. • Interviews are optional

Application Process • Teachers who are eligible for inclusion in the Priority Placement Pool or Permanent Teacher Register will complete an application form which includes a 1 page statement similar to current transfer form. (Refer 3.2) • Teachers applying for advertised positions will complete an application form similar to ‘school choice’. It will include a 1 page written statement, names of 2 referees, qualifications and experience. (Refer Appendix 4) • No verifications will be required. • Appeal process is defined in appendix 4.

Selection Stage Descriptions (appendix 13) Stage 1 – Early vacancy selection process – on-going positions only. • School identifies vacancy • Teachers in Priority Placement Pool considered for position. • If no suitable applicant position advertised on the DECS web site. • Local Selection Panel established to consider applications • If no suitable applicant position further considered in stage 2.

Selection Stage DescriptionsStage 2 – General selection process – on-going and temporary positions. • Vacant positions identified • Teachers in the PPP matched to vacancy. • Teachers in PTR considered for the position. • Position advertised at the DECS web site if tenure greater than 12 months or filled from the Employable Teacher’s Register if position less than 12 months. • Local Selection Panel considers applications. • No suitable applicant position filled from Employable Teacher register. • No suitable applicant position considered in stage 3.

Selection Stage DescriptionsStage 3 – Late vacancies selection process – temporary positions only. • Vacant positions identified • Teachers in the PPP matched to vacancy. • Teachers in PTR considered for the position. • Appointment from Employable Teacher’s Register. • No suitable applicant position advertised at the DECS web site.

Advantages of the proposed new process • Teachers in the Priority Placement Pool and Permanent Teacher’s Register have improved opportunity to gain on-going positions. • Country and Hard to Staff school able to attract new staff. • Staff in Country and Hard to Staff schools given placement priority. • AEU represented at all stages of the exercise. • Clear guidelines for applicants to address. • Improved opportunity for employable teachers to gain permanent ongoing positions. • No requirement for teachers to write verifications for basic teacher skills. • Transparent process for advertising all vacancies. • Agreed to and clearly defined appeal and grievance process.
