The QCM shall be responsible directly to the Contractor for the quality of welding, including materials and workmanship, performed by the Contractor and subcontractors.” • Pre-weld Meeting: • “Prior to submitting the Welding Quality Control Plan (WQCP) required herein, a pre-welding meeting … shall be held to discuss the requirements for the WQCP.” • Quality Control Plan (QCP): • “No welding shall be performed until the WQCP is approved in writing by the Engineer.”
