2. The Ministry of Planning and Development Cooperation and Aid Effectiveness • The MoPDC is responsible for coordinating and promoting international assistance to Iraq to ensure that resources are allocated efficiently and effectively in line with national strategies. • The MoPDC is mandated to develop transparent procedures for allocating international assistance to geographic and/or functional sectors in Iraq and optimize the use of those resources to meet Iraq's prioritized needs. • A current priority of the MoPDC is to collect information on future planned support and expenditure from donors so that they can plan and allocate resources effectively

3. Paris Declaration on Aid Effectiveness • With UNDP support, the Government of Iraq (GoI) endorsed the Paris Declaration on Aid Effectiveness in May 2008 • A large number of donors to Iraq have also endorsed the Paris Declaration on Aid Effectiveness and signed the Accra Agenda for Action at the 3rd Global High Level Forum on Aid Effectiveness • The Government of Iraq and donors have agreed to be more transparent and accountable in which developing countries will facilitate parliamentary oversight by implementing greater transparency in public financial management

4. Donor Assistance Database ( DAD Iraq) What is DAD Iraq? • (DAD) Iraq is the official Government of Iraq system for tracking and managing external assistance which was developed in cooperation between the Ministry of Planning and the UNDP, and implemented by Synergy Inc. for International Systems, since 2005, to serve as a tool to record, follow up and analyze donors’ activities and observing the progress in the implementation of these projects. • It is a mechanism to manage and coordinate all the foreign aid in order to guarantee that it is fairly distributed among different sectors and locations, and to avoid any repetition or intersection in the reconstruction efforts. • It is a bi-lingual, web-based aid information management system maintained by the MoPDC • It is the only public source of information on overall aid and development projects in Iraq (accessible via www.mop-iraq.org/dad).

5. DAD Iraq and The Paris Declaration • The MoPDC are utilising DAD Iraq to strengthen each of the five principles of the Paris Declaration on Aid Effectiveness and as follows: • ownership,”Partner countries exercise effective leadership over their development policies and strategies and coordinate development action“ donors are required to inform the Government of Iraq of their assistance through DAD Iraq • alignment, “Donors base their overall support on partner countries’ national development strategies, institutions and procedures“DAD Iraq is integrated with the Iraqi Strategic Review Board (ISRB) to ensure projects are aligned with national strategy. DAD Iraq will also shortly include data on national budget capital investment projects to enable holistic planning • Harmonization,” Donors’ actions are more harmonised, transparent and collectively effective“ DAD Iraq improves harmonisation by providing who, what, where information on the projects. • Managing for results,” implementing aid by focusing on the desired results and using information to improve decision making“ DAD Iraq enables results based management by tracking disbursements against commitments and incorporates new functionality to track actual progress through key performance indicators • Mutual accountability,”Donors and partners are accountable for development results“ DAD Iraq enhances mutual accountability by serving as a transparent and accountable repository of information on aid with advanced reporting features

7. MINISTRY OF PLANNINGIRAQ - BAGHDAD DAD Objectives The DAD helps in: • following up the implementation of donors to its commitments • comparing donor's pledges –in Madrid Conference and subsequently, with what they actually offered. • following up the performance in the implementation of the projects through comparing between the committed amounts and the disbursed amounts. • DAD - Iraq serves as a reliable and credible source of information on overall donor contributions to Iraq’s reconstruction, economic recovery and socio-economic development • This bi-lingual web –based information management system could support the Government of Iraq specifically in the following fields:

MINISTRY OF PLANNINGIRAQ - BAGHDAD 1-Decision Making Reviewing input data would help both decision makers in the Iraqi government and donors – since they are partners in the developmental process - in properly channelling the grants to ensure their proper distribution in accordance with the national development strategies, in addition to encouraging donors to upgrade the quality of the projects within different levels.

MINISTRY OF PLANNINGIRAQ - BAGHDAD 2-Improved Planning Informs integrated planning of development initiatives and resource allocation, helps to identify funding gaps against national strategy (NDS) and International Compact with Iraq (ICI) as well as minimize overlaps in implementation. 3-Ensure Transparency Enables Government to track aid flows and activities funded by multilateral and bilateral agencies in addition to national budget programmes to provide a holistic multi-year picture of development in Iraq. Publicly-available online reporting presents information on the status of aid activities.

MINISTRY OF PLANNINGIRAQ - BAGHDAD 4-Managing for Results keeps donors aware of their commitment calendars, tracks disbursements and monitors results. 5-National Budget The establishment of the National Budget project Investment Plan (NB PIP) to avoid the duplicate in donors’ commitments of the projects financed by them and the projects of the investment plan financed by the government of Iraq or both sides . This system has been implemented by Synergy according to MOPDC requirements

12. MINISTRY OF PLANNINGIRAQ - BAGHDAD Data Quality DAD Iraq’s utility as a tool for effective aid management is dependent on the completeness, accuracy and timeliness of the information provided. DAD Iraq is working to achieve and enhance these goals all together through releasing quarterly reports show up to date development in the allocation and spend amounts in addition to all related information which enable donors and Iraq government to play there role effectively.

DAD Output • Since establishment, Development Assistance Database has conducted ten quarterly reports which reveals the exact state of allocated and disbursed amounts. • Reporting Prime minister cabinet, Ministries, Auditing Board, and Parliament. • Analysis reports for donor countries to show their pledges and disbursed amounts. • Synchronization of information between DAD Iraq and DAD Kuristan.
