SCREENING PERSONS • Main purpose is to identify suspicious persons who are attempting to gain access to Secure & Restricted areas on MTSA regulated facilities. • What are some signs of a suspicious person? • Are your security personnel able to identify suspicious person(s)?
IDENTIFIERS OF SUSPICIOUS PERSONS • Oversized or inappropriate attire • Attempting entry without prior notification • Loitering near the area • Wandering within premise without authorized permission • Asking questions about facility security • Asking questions on employee movements • Leaving an object unattended on or outside of premises.
PERSONNEL SEARCHES • Follow facility legal requirements when conducting personnel screening & searches • Do not conduct bodily invasive searches • Inspect bags/boxes of the personnel • If items are observed bulging under persons attire, have them remove items • Never attempt to physically restrain person
SCREENING VEHICLES • Main purpose is to identify suspicious vehicles that are attempting to gain access to Secure & Restricted areas on MTSA regulated facilities. • What are some signs of a suspicious vehicle? • Are your security personnel able to identify suspicious vehicle(s)?
IDENTIFIERS OF SUSPICIOUS VEHICLES • Unknown, unmanned vehicle(s) • Haphazardly parked • Overly weighted vehicle • Presence of suspicious items inside (Boxes/Parcels sticking out with wires) • Signs of being tampered with • New license plate on an old & dirty vehicle
VEHICLE SEARCHES • Identify the occupants • Review vehicle manifest/ etc. • Search undercarriage & chassis • Search high-threat “hot spots” for the vehicle • Look for explosive devices & prohibited items • Refer to 191-376-5141 “Search a Commercial Vehicle for Explosive Devices…”
RECOMMENDATIONS • Document all personnel and vehicle searches • Sign-In / Sign-Out Sheets • Conduct as a drill and as part of the annual MTSA exercise
