The objectives • Better understanding of the situation facing statistics in different countries • Stocktaking of supply and demand and identifying gaps • Identifying what needs to be done post 2015 • Understanding the interaction with the international statistical system
The conceptual framework • Most statistics are public goods • Most statistics are generated by national statistical systems • Demand is complex and unlimited • Need to consider both actual and latent demand • Characteristics of statistics are important • Analysis should be empirical
The proposed approach • On the demand side assess needs in different areas, build on NSDS • On the supply side assess availability against needs and alignment with standards • Look at the ability of the system to respond to new needs • Understand capacity constraints
How it could be done • Desk review of all relevant recent documentation, especially the NSDS • Consultation with stakeholders locally • Discussion at a one-day national workshop • Prepare final report
The selection of countries • Broad geographical coverage • Different levels of development, different languages • Include some countries in difficult circumstances • Different levels of capacity • Countries with reasonable documentation 1
A possible timetable • Select countries by end of March 2014 • Contract consultants by end April • Desk review completed by mid-June • Country review completed by end June • National workshops completed by end July • Reports completed by mid-September • Reports reviewed and finalised by end October
