4. Army Knowledge Management Army strategy is to transform itself into a network-centric, knowledge-based force. This effort is an integral part of Army Transformation. AKM is intended to improve decision dominance by our warfighters and business stewards in the battlespace, in our organizations, and in our practices. THE ARMY’S KNOWLEDGE MANAGEMENT STRATEGY IS TO TRANSFORM ITSELF INTO A NETWORK-CENTRIC, KNOWLEDGE-BASED FORCE. THIS STRATEGY IS INTENDED TO IMPROVE DECISION DOMINANCE THROUGHOUT THE TACTICAL, STRATEGIC, SUSTAINING BATTLESPACE.
TO ACHIEVE THIS, WE NEED TO CAPTURE THE INDIVIDUAL AND COLLECTIVE INSIGHTS, EXPERTISE, AND EXPERIENCES OF OUR SOLDIERS, COMMANDERS, AND UNITS. WE MUST HARNESS OUR GREATEST RESOURCE . . . OUR PEOPLE.
AKM RECOGNIZES THAT BECOMING A KNOWLEDGE-BASED ORGRANIZATION INVOLVES MORE THAN TECHNOLOGIES - - IT REQUIRES DEEP CULTURAL CHANGES . . . FROM TRADITIONAL PRACTICES TO GREATER COLLABORATION, TEAMWORK, AND INNOVATION;

5. IM Realignment Background (Objectives) Army CIO is the single corporate leader responsible for the Army Enterprise Infostructure (AEI)
Provide policy and oversight at the HQDA level to insure consistent IM policy across the Army
Realign operation and management functions under a single Operating Agency (NETCOM) responsible to the Army CIO at the Enterprise Level
Achieve IM resource equities across the Army
Flatten the organizational structure of IM operations – clear chain of command
13. New Regional EnvironmentNETCOM (NE, SE, NW, SW) Region point of contact for Army Infostructure support
Focal point for NETCOM for the region
Customer advocate within NETCOM ESTA for the region
Staff support to Installation Management Regional Director for all IT-related activities
Region focal point for ASCIM on non-IT DOIM functions
Responsible for Service Level Agreements and associated performance monitoring for region service requirements
Receives region NETCOP from TNOSC for all region elements

Incorporate new missions
Reorganize staff (forward and rear)

Implement Active Directory/Exchange 2000 across the enterprise
Establish networthiness process for additions to the infostructure
Develop Service Level Agreements for common user services across the Enterprise
