JUST ANOTHER CITY TRYING TO PUT ITSELF AT THE CENTRE OF EUROPE AND HAVE ITS MOMENT OF FAME • JUST ANOTHER EXCUSE TO SPEND A LOT OF MONEY AND CLAIM THAT THIS WILL ATTRACT THE CREATIVE CLASS – OR AT LEAST MAKE US RICH – FOR A MOMENT • JUST ANOTHER PROJECT WHICH MIGHT WELL BE MESSED UP BY CONFLICTNG INTERESTS, CONFLICTING PERSONALITIES AND FACTIONS • JUST ANOTHER BRANDING EXERCISE WHERE THE VISIONARY MAY WELL BE OVERTAKEN BY THE SELLABLE • IN TIMES OF STAGNANT BUDGETS EVEYONE WILL PLAY SAFE AND PROTECT THEIR OWN INSTITUTIONS

A PROJECT WHICH MANAGES TO BE MORE ABOUT CULTURAL CAPITAL THAN CAPITAL OF CULURE • A PROJECT WHICH IS DRIVEN BY OPEN PROCESSES BY PEOPLE WITH OPEN MINDSETS AND WHICH CREATE OPEN PROGRAMMES • A PROJECT WHICH UNDERSTANDS AND AND VALUES RESOURCES AND NOT JUST FINANCES • A PROJECT WHICH MANAGES TO WORK ACROSS SECTORS/ DEPARTMENTS/ REGIONAL DIFFERENCES - NOT END IN COMPROMISES BUT VISIONARY SOLUTIONS • A PROJECT WHICH IS BASED ONTHE MANTRA ”NO ESTHETICS WITHOUT ”ETHICS” AND WHERE WE GET FROM ”ARTWORKS TO ART THAT WORKS” • A PROJECT WHICH ENTICES THE CITY OUT OF ITS PROVINCIAL STATE OF MIND WITHOUT LOOSING ITS HEAD OR ITS INNOCENCE

CONCEPT AND APPROACH In this concept of CULTURAL PLANNING the notion of culture is taken as the broad, defining framework and in fact all encompassing in an attempt to look at the city as a cultural phenomena. Cultural phenomena are charcterised by their fluid nature, their interactivity, their developmental character and their constant communication. The city as a cultural phenomena is thus not just the infrastructure . But also the values, the beliefs, the symbols and the stories, the people and the skils, the processes, networks and communications.

  20. in the mapping process • the mapping exercises will each be made as independent programmes with several local partners plus invited experts/support • The mappings will use • hard facts, figures, interviews, user analysis • but also workshops, walks, discussions, as well as • drawing competitons, diaries, writing, photography and recording to include more subjective methods and views • The mappings will all be presented as public “art” programmes as exhibitions, public projections, walks, dinners etc
