Contractor HSE Oversight Procedure: Doc No. KOC.GE.012 • Purpose / Scope: • This document outlines the process for defining contractor health, safety, and environmental (HSE) performance expectations and for oversight of contractor activities while performing work for the Kuwait Oil Company. • The following are the key actions/deliverables indicated out of this procedure for the purpose of induction only, enabling contractor to estimate basic resource requirements (it does not mean that the other action/deliverables are not applicable): • Project Pre-planning - Identify project-specific HSE risks and compliance requirements associated with the proposed project, job or tasks to be performed • Designation of the KOC Superintendent of Contract: KOC appointed Superintendent of Contract to ensure contractor’s adherence to applicable KOC policies, procedures and standards • Contractor / vendor pre-qualification: A list of pre-qualified vendors/contractors established by CA Group through prequalification process. HSE section shall be included in this PQ exercise; criteria & evaluation done by concerned team in HSE group • Proposal process: RFP communicates HSE performance requirements for the proposed scope of work; it may contain – • KOC Fire & Safety Regulations, General conditions of Contract, Company’s • HSEMS Guidelines for Contractors • Project specific HSE risk & Compliance requirements • Contractor may require to prepare a draft Contractor HSE plan - Contractor’s HSE program, how he meets HSE requirements & manages HSE risks
Contractor HSE Oversight Procedure: Doc No. KOC.GE.012 • Contract award & execution:KOC Superintendent of contract approves the HSE components of the Contractor HSE plan. Specific HSE components & requirements may include: • HSE Requirements List- identify all applicable regulatory and HSEMS requirements • Work Controls – must have work controls in place to manage critical HSE tasks • Personnel and Training – must have a system for selection, placement & on-going training • Incident & Accident Reporting – must have a mechanism to report all HSE incidents, • Management of Change (MOC) – must have a process in place to assess proposed • changes of work scope, work products, or work activities • Purchasing and Procurement -must have a process in place to obtain approval from KOC • Documentation and Record-keeping – must have a system in place for managing HSE and • operational documents and records • Program Assessment - must have a system in place fro periodical assess their performance • with regard to HSE plan requirements • HSE Performance Improvement Process -must establish targets for continuous • improvement • Contract Mobilization: Superintendent of contract provides “authorization to proceed” after ensuring HSE requirements are in place. Contractors need to provide orientation to each worker on these HSE requirements.
Contractor HSE Oversight Procedure: Doc No. KOC.GE.012 • On-site Project kickoff: On-site meeting between KOC Superintendent of contract & appropriate contract managers and supervisors to review Project requirements, KOC Policies & Procedures. • Contractor oversight- KOC Superintendent of contract provides contractor oversight through routine informal inspections, formal audits, assessments to ensure: • Contractor HSE plan is implemented & HSE documents updated • Contractor activities are as per plan • Overall performance against HSE requirements • Submission of periodical reports & their validity • Contract demobilization & closeout – KOC Superintendent of contract conducts closeout inspection to ensure HSE requirements are met.
