AAAS R&D Budget and Policy Program A COMMUNICATION PORTAL FOR THE MACARTHUR INITIATIVE THE NEW 2008 BUDGET: OLD THEMES • The American Competitiveness Initiative (ACI) keeps going for a 2nd year in FY 2008 with increases for three physical sciences agencies: National Science Foundation, Dept. of Energy Office of Science, and National Institute of Standards and Technology laboratories. • Again, large increases for DOD weapons and NASA spacecraft development. • Flat or declining funding for most other research programs within a shrinking domestic budget.
