Status of key IT procurement initiatives - Professional Services • Task and Solutions Professional Services (TSPS) • ·The Request for Standing Offer, Request for Supply Arrangement (Tasks) and Request for Supply Arrangement (Solutions) have closed. Very large industry bid response. Bids are under evaluation. Over 600 bids to evaluate. • ·Procurement tools for professional services for HR, Project Mgt, and Change Mgt/Business services are planned to be available for client departments in Summer 2010, including training and web site.

  3. Status of key IT procurement initiatives – Professional Services • Informatics Professional Services • Task Based Informatics Professional Services (TBIPS) refresh process (RFSO/RFSA closed October 30th, 2009). In excess of 300 bids were received and the evaluation process is still underway. Award date in first quarter of FY 2010-2011. • The Solution Based Informatics Professional Services (SBIPS) documents have been actualized to reflect some of the changes that occurred under the TBIPS refresh. The revised document has been posted on MERX since January 2010. Existing SAs will be revised during first quarter of FY 2010-2011. • Next IPS Advisory Committee meeting will be held April 2010.

  4. Status of key IT procurement initiatives - Computers and Storage • The busy season is underway, with elevated Call-ups arriving daily and RVDs in progress or awarded for several departments, including HRSDC, Finance, Treasury Board, Statistics Canada, DND, CSC, Justice, CIC, Industry Canada and DFO. • A competitive solicitation to add two new categories to the Set-Aside Computer NMSO Ruggedized Tablets and 3D Simulation Desktops closed in December. The evaluations are completed and the new categories will be published on CAG in time for year-end purchases. • An upgrade of all Server categories has recently been completed so that updated technology is available on the NMSO. Newly substituted systems and pricing are published on CAG. • Development of solicitations for the next Archival Storage and UNIX NMSOs is underway.  It is intended to have the solicitation documents completed, translated and ready to issue in Spring 2010.  Both NMSOs expire in Fall 2010.

  5. Status of key IT procurement initiatives - New Method of Supply for Software • SSSPD has issued a Request for Information (RFI) to seek industry input on a New Method of Supply for Software. Closing date has been extended to March 5, 2010. • PWGSC Ts and Cs Working Group will review New method Ts and Cs through the month of February. • As a follow-up to this Request for Information (RFI) on the New Method of Supply for Software, Canada will hold an industry conference on March 24th. The purpose ofthe conference will be to provide additional clarity to respondents with regards to the proposed process, to discuss the initial findings of the RFI, and to answer questions fromindustry. • Objectives of the new method of supply are: • Simplifying and streamlining the procurement process for Software • Increasing the level of competition and reducing the number of sole-source contracts over $25K • Increasing the level of participation by vendors of all sizes, including resellers and SMEs • Increasing transparency, openness, and fairness by making all information, including pricing, publicly available • Ensuring compatibility with corporate automated electronic tools to allow self-service options to clients and vendors.

  6. Status of key IT procurement initiatives -No-Cost Software 6 • Further to the Request for Information (RFI) on No-Cost Software, over 50 responses from the industry were received. • The next step is for PWGSC and TBS to evaluate policy options with the intent on creating guidelines for the acquisition of no charge licensed software. • The potential future proliferation of No-Cost Software, such as Open Source Software, will present opportunities for a larger number of vendors, including resellers and integrators.

  7. Status of key IT procurement initiatives • Government Enterprise Network Services (GENS): • Solicitation of Interest and Qualification (SOIQ) is the first phase of the formal solicitation • SOIQ was published on MERX on 18 January 2010, closing on 29 March 2010 • Cyber Authentication Renew Program: • Industry consultation (for RFP #1) completed in November 2009 • Second round of Industry consultations (for RFP #2) held on 16-17 Feb. Feedback provided at the consultation is being analyzed to determine next steps. • RFP # 1, Security Assertion Markup Language (SAML) enabled credential selector (federation broker), released on MERX 30 December 2009, closed 22 Feb 2010. Bids are being evaluated.

  8. Status of key IT procurement initiatives • National Police Services Network (NPSNet): was posted on Merx on September 8, 2009 and closed January 13, 2010. The NPSNet will provide a data network to support the RCMP and its partners in the law enforcement community throughout Canada and abroad. • Networking Equipment Support Services (NESS) standing offers: • NESS 1 refresh and NESS 2 (new categories) are being evaluated • Data Centre Co-location Services: • The Bank of Canada, the Canada Revenue Agency and Public Works and Government Services Canada have a requirement to acquire high availability data centre co-location services in the National Capital Region • RFI completed in November 2009 • Draft RFP scheduled for March 2010
