Local Government Programs Small County Outreach Program (SCOP) $17 million; counties with population less than 150,000 Assist with improvements to county roads New eligible types of work: repair or rehabilitate bridges, pave unpaved roads, road related drainage improvements County Incentive Grant Program (CIGP) $34 million; all counties (municipalities apply through county) Improve facilities, including transit, on the State Highway System or which relieve congestion on the State Highway System Small County Road Assistance Program (SCRAP) $25 million beginning in Fiscal Year 2013; counties with 75,000 population or less Assist with resurfacing or reconstructing county roads
