SENIOR CERTIFICATE RESULTS 2005 • 63,426 full-time candidates sat for the exams. 33,915 passed which translates into 53.5% pass rate, compared to 60,14% in 2003. • 8.8% of candidates attained matric endorsement, compared to 9,5% in 2003. • 583 candidates passed with distinction which is down from 616 candidates in 2003. • 88 of 908 schools achieved a pass rate above 90% (2003 – 126 schools)

  5. Comment • Most schools performed worse in 2004 • Decline in pass rate in most major subjects, reflecting increased levels of difficulty • No noticeable pattern, except that historical factors still observable – affluent schools achieve better results • Many schools requiring intervention

Factors influencing performance in Grade 12 results in 2004 Most important factor identified is: • Unexpectedly large number of learners failed English 2nd language that is a compulsory pass pre-requisite • English is medium of instruction and language of assessment • Shortage of reading material such as library books and newspapers to enhance reading skills and comprehension

  24. Other factors influencing performance in Grade 12 results • Absence of formal assessment in the General Education Band • Absence of dedicated Senior Secondary Intervention Programme (SIP) from Grade 10 – 12 • Lack of resources to implement effective MIP due to removal of conditional grant

  26. Plan of Action for 2005 The plan takes in to account: • The current state of education in the Province • The factors affecting performance as described above; and • The 8 January 2005 Statement of the ruling party on its programme regarding education

Monitoring school functionality • Planning for active learning when schools reopen • Ensuring that learning and teaching commences on the first day of school • Conducting scheduled and random school visits by the MEC, the HoD and District Teams in the first three quarters of the year • Rendering support to SMTs and SGBs

  30. 2. Restoring the Culture of Learning, Teaching and Service All teachers must teach and all learners must learn We must make our schools work for us Delivering of basic resource packages for schools Creating safe schooling environments Effective service delivery

Motivating Poorly Performing Districts and Schools • Scheduled and Random School Visits by MEC, Head Office Management and District Teams • Sharing of information with District officials, school principals, educators and school governing bodies • Targeting and categorising schools below 50% pass rate according to pass percentage and develop appropriate strategies for each category • Render support and give a clear sense of purpose

  32. 4.Strengthen School Management • Implementation of key elements of school management systems • Rollout of training for SMTs • Induction of newly appointed principals • Empower school management teams through Circular 4/2005 • EDOs to monitor and report on implementation quarterly

Strengthen School Governance • Ensuring functional SGBs and good governance in schools by: • Implementation of further training for SGBs on roles and responsibilities • Training of SGBs on Government policies, legislation • Training SGBs on Finance, Procurement and Maintenance of school infrastructure • School security • EDOs to monitor and report on performance quarterly

Strengthen Matric Improvement Programme • Planning for an improved target for learner outcomes for matric class 2005 by: • Analysis of 2004 results per District, circuit and school • Target and categorise schools below 50% pass rate according to pass percentage • Develop appropriate strategies for each category to improve performance

  35. Strengthen Matric Improvement Programme 2 • Provision of learning support materials to Grades 10 – 12 • Procure and distribute • Copies of the syllabus and pace setters (Gr 10 – 12) • Study guides (Gr 12) • Previous question papers • Video tapes and • Newspaper supplements

  36. Strengthen Matric Improvement Programme 3 • Improve English language proficiency from Grade 10 – 12 by: • Establishing a partnership with an expert in English Language Teaching • Procuring remedial materials • Training on the use of the material • Monitor and report on implementation

Strengthen Matric Improvement Programme 4 • Ensuring that all schools offering Grade 10 – 12 have educators for all curriculum offerings • Equipping educators with appropriate skills through INSET programmes • Provisioning of Subject Advisory Services and adequate Subject Advisors to service all schools • Reinforce subject and learning area committees to coordinate curriculum activities

Support to Learners & Career Guidance • Establish career guidance services and teams to support learners • Assist needy districts with subject choices career guidance and study skills programme • Schools to give career guidance and advice to improve subject choices and subject packages • Organise career guidance sessions for Grade 9 Learners in each District

Support to Learners & Assessment • Ensure regular assignments are set, marked and learners given feedback • Ensure that Subject Advisors monitor and report on Cass implementation and that remedial action is taken after moderation sessions • Organise the setting and marking of quarterly tests in Grades 10 – 12, including Trials exams

Support to Learners & Assessment 2 • Ensure that all assessment instruments are at a standard expected for final examinations • Ensure Trial Examinations in Grade 12 are held and appropriate feedback given to learners, and revision sessions are arranged • Ensure timely submission of examination schedules and moderation and release of results

  41. 9. Improving resourcing of Schools • Topics covered include: • Improving Human Resource utilization • Improving the provision, utilization and retention of learning support materials • School infrastructure development; and • Re-organisation of schools

Improving Human Resource Utilization • Ensure that: • All schools have Principals and Principals’ bulletins are issued twice a year • post provisioning for 2005 completed according to the management plan for Circular 48/2004 and vacant posts are filled • there are sufficient Subject Advisors in each District by translating appropriate additional educators • there are sufficient EDOs per District by seconding appropriately qualified and experienced principals to EDO posts

Improving Provision of Learning Support Material • Implementing an efficient system of procurement and distribution of LSM • Implementing an improved LSM management plan for 2006 • Improving utilization of LSM by training educators on choosing and using appropriate LSM • Implementing LSM retention policy at school level

Improving School Infrastructure • Planning for and constructing additional classrooms in each school as necessary • Planning for and constructing new school buildings to replace mud structures • Ensuring provision of water and sanitation by provision of water tanks where necessary and providing appropriate toilet facilities

Re-organization of schools • Identify schools with enrollment less than 100 learners, and schools that are not cost effective and close them • Develop and implement an appropriate strategy for closing schools that are not cost effective, ensuring adequate consultations at different levels as necessary (political, administrative and community)

Improving Teacher Development and Support • Establishing a provincial institute for educator development by 30 March 2005 and implementing a professional support and In-service Training Programme in the Province • Upgrading of under-qualified and unqualified teachers • Conducting induction sessions for newly appointed school principals before they assume duty

Moral Regeneration through Education • Ensure advocacy and community mobilization on issues of Moral regeneration including: • Setting up departmental structures for the promotion of moral regeneration values by 30 March 2005. • Developing an integrated programme of action in conjunction with social partners • Facilitating a dialogue on shared values and developing a value statement for education in the Province

  48. Moral Regeneration through Education • Integrating Moral Regeneration into the school curriculum • Integrating ethics in management and governance • Eradicating corruption in all its forms • Implement a Role Model intervention programme

  49. LTSM PLANS FOR 2006 • Department will be supplying LTSM (textbooks)to grades 7 and 10 only. • Work is advanced on the evaluation of textbooks, whereafter catalogues for these grades will be finalised. • Dates for requisitions from schools and tender procedures have been advanced to ensure delivery by October 2005. An additional R30m has been made available for LTSM in 2005/06 budget.

  50. Schools / Classrooms under trees (to date) • E Cape has no schools under trees, but has a chronic shortage of classrooms. Schools where this was identified as being extremely problematic were dealt with: 21 schools received 55 additional classrooms, together with toilets, water tanks and fencing.
