Purpose & Objective of Conditional Grant • Purpose: To facilitate Mass participation within communities and schools through selected activities, empowerment of communities and schools in conjunction with relevant stakeholders. • Objective: To promote mass participation programmes and support civil society structures so to create opportunities for all sporting communities across the age spectra to live a physically active life style. • Outcome: Increased and sustained participation in sport through mass participation.
Government priorities addressed through the programmes • Improve the health profile of the province • Quality basic education, skilled and capable workforce to support an inclusive growth path. • Intensifying the fight against crime and corruption. • Building cohesive, caring and sustainable communities. Conditional Grant Outputs • Improve sector capacity in schools and communities through training provision. • Sustainable mass participation structures established in all sporting codes. • Mass participation schools and communities supported through provision of resources. • Marginalised groups supported through sport programme management and provision of resources. • Programme monitored and evaluated by federations and DSRAC. Conditional Grant Implementation2011/2012 • Implementation is in line with the new focus of SRSA to deal with all schools and wards in the province. • Sport Assistants (volunteers in communities) 501 will be appointed dealing with schools and sport structures. • Out of 613 wards in the province, 501 wards will be serviced by the conditional grant. Implementation of Conditional grant Sport Councils and Federations are working together with DSRAC Administration staff appointed (6%) : 3,216 16 contracted personnel Each district budget 3,250 Field workers appointed: 501 Budget: 12,462,876 Total district budget for implementation: 22,750m Fieldworkers (sport assistants) Appointed in wards 501 sport assistants will be appointed in 613 wards NCOP first quarterly report conditional grant 2011 2012

Sport Assistant Responsibilities: • Compile data base in relation to sport and recreation activities in the ward. • Monitor and Evaluate sporting activities in the ward supported through the grant funding. • Assessment of sport resources in the ward. • Liaise with sport structures, ward councillor and community development workers on programmes and projects in the ward. SPORTS CONDITIONAL GRANT Q1 • The Sports Grant started the year at a very low pace due to the late signing of the business plan and the transfer of funds by SRSA. • Processing of payments has moved speedily thereafter such that expenditure on G & S was at R187 thousand at end May but at R5.1 million at end June.
