PART 1: COG GOVERNANCE STRUCTURE ESTABLISHMENT OF THE COUNCIL OF COUNTY GOVERNMENTS The Council of Governors is a non-partisan intergovernmental relations structure established under Section 19 of the Intergovernmental Relations Act (GRA) 2012. It consists of the Governors of the 47 Counties.
MANDATE OF COG: Section 20 of the IGRA provides for the mandate of the CoG as follows: • consultation amongst County Governments; • sharing of information on the performance of the counties in the execution of their functions with the objective of learning and promotion of best practice and where necessary, initiating preventive or corrective action; • considering matters of common interest to County Governments; • dispute resolution between counties within the framework provided under this Act; • facilitating capacity building for governors;
MANDATE CONT’D (f) receiving reports and monitoring the implementation of inter-county agreements on inter-county projects; (g) consideration of matters referred to the Council by a member of the public; (h) consideration of reports from other intergovernmental forums on matters affecting national and county interests or relating to the performance of counties; and (i) performing any other function as may be conferred on it by this Act or any other legislation or that it may consider necessary or appropriate.

HOW Council works The council • Comprises of 47 Governors. • The Council elects a Chairperson, Vice Chair and co-opts a Chief Whip annually who form the executive committee. • The Council delegates the day to day management of its affairs to the secretariat headed by a CEO. Role of Chairperson of COG • Convenes and Chairs Council meetings. • Official Spokesperson for COG. • The Chairperson of the Council is the Vice Chairperson of the Summit.
COMMITTEES • The Council of Governors undertakes its Mandates through Committees pursuant to Section 20 (3) of the IGRA 2012. • Currently there are 18 Committees namely: • Finance and Economic Affairs • Land Planning and Urban Development. • Agriculture • Gender, Education, Youth, Sports, Culture and Social Services • Cooperatives and Enterprise Development • Health • Human Resources, Labour and Social Welfare

Role of Committees • To make decisions on sector issues on behalf of the Council. • Establish sub-committees as it may consider necessary for the proper discharge of its functions. • Engage with National Government Ministries, Departments and Agencies (MDAs) on relevant Sectors. • Engage with Senate and National Assembly on policies and legislations • Represent the Council in National and International Meetings • Present Sector reports to the full Council for decision making • Represent the council in joint sectoral intergovernmental forums • Participate in sector negotiations for resources to county governments
COG secretariat The Secretariat was established by a resolution of the Council and Summit. Role of the Secretariat • Implements the decisions and resolutions of the Council • Supports the Council to implement Summit decisions • Provides technical and coordination support to the Council Committees and County Officials Meetings. • Coordinates advocacy on Legislation and policy matters that affect Counties;
Role of the Secretariat Cont’d • Coordinates and participates on behalf of the Council in intergovernmental forums; • Coordinates capacity building initiatives for Governors • Promotes sharing of best practices among counties • Facilitates citizens engagement on the progress of implementation of devolution in counties. • Mobilizes resources and participates in negotiations for resources on behalf of Counties;
PART 2 PART 2: SUPPORT OF THE COG SECRETARIAT TO COUNTIES
Impact of the deficit • Civic education on devolution programme discontinued • Devolution Torch limited to few Counties • Gender Round table Limited to few Counties
CHALLENGES • Delay in the amendment to the Intergovernmental Relations Act 2012 to create COG Secretariat as per Summit resolutions. • Uncertainty in the resourcing of CoG Secretariat. • Only a few Counties contribute yet all Counties benefit from the services of COG Secretariat.
PART 3Priorities & Recommendations • Entrench COG Secretariat in law to enable resourcing. • Strengthen financial sustainability of COG. • Fast-track constructing of COG’s own premises.
