iGT Single Service Provision Requirements Update – 27th March 2013
Background • Original set of requirements for iGT agency services developed and baselined under Project Nexus UNC Workgroup back in August 2012 • Further development of the requirements has continued with the iGTs and GTs over the past 6 months • An updated set of conceptual process models and requirements has been created and baslined with the iGTs • The requirements focus on the differences for CSEP Supply Meter Points and should be considered along with the other Project Nexus requirements documents
Requirement Topic Areas • The iGT Agency Services Business Requirements Document (BRD) contains the following topic areas: • General iGT requirements • CSEP Setup & Lifecycle • CSEP Supply Meter Point setup & initial Shipper registration • Network referrals & transportation offers • Meter Reads & Must Reads • Queries • iGT Invoicing • Termination & Insolvency • Portfolio Reporting
High Level Process Overview Shipper Confirms CSEP Supply Meter Point Includes Shipper Notification of Asset Installation iGT / MAM Installs Xoserve Provides Data iGT Requests iGT Requests CSEP Creation CSEP Supply Meter Point Creation Asset Installation Shipper Registration iGT Invoicing BAU Processes GT Notified Shipper Notified Shipper & Suppler Notified iGT Notified iGT Issues
Deviations From GT Processes • CSEP Creation • CSEP Supply Meter Point Creation • Issuing of a provisional Shipper confirmation on SMP creation • Nominations for an I&C SSP CSEP Supply Meter Points • Issuing of a Confirmation where Shipper has not Confirmed a new CSEP Supply Meter Point following the asset installation • Referrals for CSEP Supply Meter Point updates • iGT invoicing arrangements
Required iGT Referrals • CSEP Supply Meter Point capacity changes are required for a greater range of SMPs • AQ corrections will require referral to the relevant iGT to ensure the correct rates are applied and notified to the Shipper • Address amendments will be validated by the relevant iGT prior to any updates being made on central systems • Market Sector Code changes will be verified by the relevant iGT to ensure the correct rates are applied and notified to the Shipper
Areas for Further Consideration • Managing the market setup for an organisation • Rules for the capture of a shipper acceding to the iGT UNC • Rules around setting up a new iGT organisation • Maintaining an organisation’s market participation • Rules around iGT mergers, de-mergers & acquisitions • Managing the market exit of an organisation • Impacts of a Shipper withdrawing from the GT UNC • Rules around Shipper terminations, especially where triggered by DNOs or EBCC • Rules around the withdrawal of an iGT
Areas for Further Consideration • Managing the ownership of a CSEP • Rules around the transfer of a CSEP between IGTs • Especially impacts on the MPRN and the CSEP SMP history • Rules around the adoption of a CSEP by a DNO • Impacts of a GT nesting of CSEP
Outstanding Issues • Requirements for CSEP Daily Metered Mandatory (DMM) sites have not been fully captured • CSEP Overrun charges / ratchets for CSEP DMM sites need further consideration • Reporting requirements and data access entitlements need to be defined
Next Steps • Agree and baseline the requirement changes contained with version 1.1 of the Project Nexus iGT Agency Services BRD • Resolve outstanding issues during future UNC Mod 0440 / iGT UNC Mod 039 workgroups • Further detailed evolvement of the requirements
