CONSENT TO OPERATE • Jharkhand is the only state to start AUTO RENEWAL of CTO after Self Certification. • Auto-renewal is applicable for all categories of industry (Green, Orange & Red) - investment below 5 Crores. • Auto-renewed CTOs can be downloaded form JSPCB website, no physical touch point.
CONSENT TO OPERATE • Renewal of CTO minimum for 5 years. • Except :- 1. Tenure of Mine Lease and life of mine is less than 5 years. 2. Land Agreement is less than 5 years. 3. If statutory requirements are not complied. • Auto renewal Consent application to be filed, 69 days prior to the expiry of the valid CTO.
LIMITED CLARIFICATION/SHOW CAUSE • Only one clarification and one show cause will be issued by the Board. • Additional clarification/show cause - with prior permission of the Chairman. • AUTO REJECTION: If query is not complied in 30 days, application will stand rejected.
LIMITED CLARIFICATION/SHOW CAUSE • AUTO JUMP: If officer fails to dispose the application within stipulated time, the application will be escalated to next level. • Real time tracking of application. • Dash board in public domain.
LABORATORY MANAGEMENT • Lab Management Portal is being launched. • All project proponents have to apply online via Lab Management Portal of JSPCB for air/water/noise examination. • Fee to be paid through payment gateway.
LABORATORY MANAGEMENT • Labs to be allocated randomly. • Analysis reports to be uploaded on the web portal by the labs. • Project proponent & Board to download report from the portal. • Empanelment of new labs has been taken up.
ONLINE CONTINUOUS EMISSION MONITORING SYSTEM • OCEMS is mandatory for 17 category industry. • Installation of online PM10 Analyzer for major air polluting industries including Railway Sidings, Coal/ Iron ore/ Bauxite mines/ Hard Coke units has been made mandatory.
ONLINE CONTINUOUS EMISSION MONITORING SYSTEM • 102 locations for CAAQMS has been identified to strengthen air quality monitoring of the state & proposal has been submitted to the CPCB. • Plan to publish Ambient Air Quality report of the State.
INSPECTION • E-Signature has been introduced along with the digital signature. Digital signature to be phased out. • Real Time Monitoring of stack emission of highly polluting industries. • Online 3rd party remote calibration to begin.
INSPECTION • GPS enabled Tabs have been provided to field officers. • Field officers during inspection :- a. Upload inspection report and photograph of the site along with latitude and longitude . b. Inspecting officer also to upload their photograph with industry/site.
CAPACITY BUILDING • Call Center is being established. • Felicitation of Board employees for outstanding work every year on World Environment Day. • 14 well qualified professionals have been recruited. • Recruitment of 20 JRF & other manpower under NamamiGange Project is under progress. • Regulations for Board employees is under process.
OTHER INITIATIVES • QR Code based tracking of Bio-Medical Waste to be launched soon. • Process to issue “No increase in Pollution Load certificate” finalized. • MECON has been empanelled as an expert for pollution load survey. • Dry Fogger System for big crushing units.
OTHER INITIATIVES • E-Waste inventorization has been completed and the suggestions therein being implemented by the JSPCB. • Hazardous Waste Disposal Facility at Adityapur & 10 recyclers. • Bio medical waste disposal facility available at • Ramgarh • Lohardaga • Ramgarh, Sindri & Jamshedpur is under process

STAR RATING SCENARIO • Global: • United States’ Toxic Release Inventory(TRI). • Indonesia’s Program for Pollution Control, Evaluation and Rating (PROPER). • Similar Programs in China (Green Watch Program), Ghana (Akoben Program), Vietnam, Philippines, Ukraine & other countries. • India: • Orissa State Pollution Control Board. • Maharashtra State Pollution Control Board.
WHY STAR RATING? • Provide information to the industries about their emissions. • Prompts industry to improve their operational efficiency. • Industries with low emission get recognized and further encouraged to reduce emission.

WHY MoU WITH UCHICAGO? • On site calibration of instruments. • Standardizing lab report with help of international accreditation bodies – TUV (TechnischerUberwachungsverein, English translation Technical Inspection Association), United States Environmental Protection Agency (USEPA), Monitoring Certification Scheme of the Environment Agency (mCERTS) etc.
FEATURES OF STAR RATING • Star rating of air polluting industries will be done in first phase. • First phase, Star rating will be based on PM10 and PM2.5 parameters. • First year voluntary participation.
FEATURES OF STAR RATING • Second year onward mandatory for all industries causing air pollution. • Later phases will include SOx, NOx , Ambient Air, Effluent Quality Parameters and Zero Liquid Discharge (ZLD).
FEATURES OF STAR RATING • 5-star rated industries to be felicitated every year on World Environment Day. • Auto Renewal for 5-star rated industries irrespective of their investment/ priority processing. • Fee concessions.
FACTORS FOR CALCULATING STAR RATING • Exceedance of emission in terms of percentage over a period of one month compared with permissible limit - as Prescribed in Consent. • Availability of data as prescribed in CPCB guidelines, minimum 85% at 15 minutes average on daily basis.
HOW STAR RATINGS WILL BE CALCULATED? MODEL BASED ON: THERMAL POWER PLANT 210 MW OR MORE. NOTE : This table shows how ratings are calculated using average particulate matter emissions in the Star Rating Programs. Industries rated at 1- and 2- stars have average emissions that are greater than the regulatory standards.
