The Italian Balancing Point Task ForceA short presentation • The Italian Balancing Point TF was set with the aim of providing a concrete contribute to one of the GRI-SSE key issues Hub development as regional balancing market • IBP TF members come from AIGET (the Italian Association of energy traders), EFET (The European association of energy traders) and Eurelectric (The Union of the Electricity Industry) Expresses the view of gas traders and thermoelectric consumers
A balancing point for the Italian gas marketThe IBP TF first outcomes • Detailed definition of the objective proposed: • A short term objective: two-three balancing points in the SSE region. • A long term objective: a regional balancing point for the whole SSE region • A preliminary action plan including: • Definition of a set of IBP TF preferences (Sept 2007) • IBP TF/ AEEG meeting (Sept-Dec 2007) • IBP TF / SRG meeting(Sept- Dec 2007)

A balancing point for the Italian gas marketIBP TF the results so far • Agreement with the interested parties (traders/ Regulator/ TSO) • Balancing market necessary for the development of the gas market • Market based balancing better than fixed penalties • Some regulatory amendments needed • Availability to continue to cooperate and exchange in the future • Need to revise the deadlines of the initial IBP action plan
A balancing point for the Italian gas marketIBP TF the results so far • A set of preferred features for the Italian Balancing point discussed with the representatives of traders - Daily balancing mechanism - Anonymous exchanges - Clearing price published ex-post - Information transparent and non discriminatory. - Tolerance level: fixed or decreasing with the amount of demand - Ex-post trading: as long as the market is not well-functioning and liquid
