In 2013 we asked 70 voluntary & community organisations the following questions 1. Are you hoping that the CCG will commission services from your organisation? 2. What services that you currently provide do you think your CCG would be most interested in commissioning? 3. How optimistic are you that CCGs will commission your services? 4. what do you think are the main barriers to CCGs buying services from the voluntary sector? 5. what support do you need in order for CCGs to buy or commission your services?
The key findings are…….. • The overwhelming majority (over 90%) of VCS hope that CCGs will purchase or commission services from them • Most VCS believed that once CCGs knew what services they provided, CCGs would commission them • 43% thought the biggest barrier to CCGs commissioning from them was that CCGs didn’t know what VCS did • Support needs were spread out quite evenly but generally people felt the biggest support they needed was gaining access to CCG commissioners
People said • “preventing ill health is difficult to prove and the NHS seems only willing to pay for services where they can monitor the precise savings in terms of reduced hospital admissions/readmissions; reduced time in hospital” • “The CCG has carried forward a contract we had with the PCT, however, we are concerned that they do not fully understand our capabilities and offer and are concerned that this small contract may be reviewed and withdrawn without them fully understanding our potential” • “they have commissioned a home from hospital service from us” • “We have limited access to CCG at the moment and feel that they may not be aware of the range of services we provide. It seems very difficult for us to reach the CCG” • “I think that largely only those CCGs which have picked up social care responsibilities will commission anything much from the voluntary sector. These are very few”
But CCGs… • Don’t generally know a lot about voluntary and community service provision • Need to know how VCS services will help them achieve the outcomes in the NHS framework and the Better Care Fund. • Really need to save money • After the Francis report, need upfront assurances that VCS services are safe, well managed, high quality and most importantly, gives patients a good experience of care
What people in the NHS said • “I have 7 minutes with a patient, I don’t have time to flick through directories to see what the voluntary sector do. If it’s not on my IT system, I won’t know about it” • “It’s mostly day centres and befriending isn’t it? That’s social care not health” • “The voluntary sector aren’t on our radar as far as commissioning is concerned” • “I know they do great things but can they deliver the scale we need? I’m not sure they can”
What do VCS organisations need to do? • Explain what you do in ways that mean something to the NHS • Show how you will help the NHS meet its targets in the NHS Outcomes Framework and Better Care Fund • Show your costs in comparison to the NHS: use the PSSRU data • Demonstrate how you ensure your services are well managed, high quality and most importantly give patients a good experience of care
