  4. SPORTSMANSHIP STATEMENT The Florida High School Athletic Association promotes good sportsmanship by student-athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial or sexist comments, or other intimidating actions directed at the officials, student-athletes, coaches, team representatives or fellow spectators will not be tolerated and are grounds for removal from the site of competition.

  6. GPS DIRECTIONS Team Vehicle, Bus and Spectators Vehicle Entrance: 7550 Apalachee Parkway Tallahassee, Florida  32317 All vehicles without parking passes (excluding team buses) will be charged a $5.00 parking fee.

  7. PARKING PROCEDURES Friday Nov. 6th Parking on Friday, November 6 Access to the course for walk-thru/preview will be from 11 am – 4:00 pm. All vehicles may park in the field just south of the course inside the confines of the gated competition area. Parking will be first come first serve.

  8. PARKING PROCEDURES – Saturday Nov. 7th Gates Open at 5:30 am All vehicles will enter the park through the Apalachee Regional Parks main entrance. Please drive slowly as parking attendants will direct all vehicles to the proper parking locations. Official team buses and vans: Once vehicle enter through the main entrance, team vehicles with parking passes will park in the main parking location just east of the competition course. Team Buses will be led into the confines of the competition course area for parking. Spectator vehicles: All other vehicles will be led to the main vehicle parking area just east of the competition course. All vehicle (excluding team buses) will be charge a $5 parking fee prior to entering, unless the vehicle presents a team parking pass.

PASSES Coaches / Team Personnel • 4 or less participants: • One (1) coaches’ pass/wristband • 5-7 participants: • Two (2) coaches’ passes/wristbands • Two (2) alternate participant passes (Individuals with these passes will not be granted access to the competition course) These passes includes coaches, trainers, and school representatives. Spectators are not allowed to use these passes.

  10. ATHLETES’ INFORMATION Credentials Participating athletes must wear and display theirbib numbers, found in team packets, to gain admittance. Team members, coaches, alternates or trainers without proper credentials must pay to enter the meet. Warm-ups on the Competition Course on Race Day 5:30 a.m. - 6:45 a.m. Contestants may warm-up on the visible front side portion of the course (from starting line to first turn) from 5:30 a.m. to 6:45 a.m. Athletes may not warm-up on the course beginning at 6:45 a.m. on November 7th, 2015, from that point moving forward the course this is a restricted area to all individuals excluding competing athletes. Athlete can also use the newly formed warm-up trail located just south of the competition course, which will be open for the duration of the event. In addition for safety reasons, due to the high volume of vehicle and spectator traffic, we highly recommend your athletes do not leave the confines of the entry gate to warm-up for competition.

  11. ATHLETES’ INFORMATION cont. Computer Chips Coaches will be responsible for the return of ALL competitors’ chips immediately following the race. A monetary fine shall be assessed for failure to return the appropriate chips, missing/lost chips.Finish line personnel will assist in the removal of the chips before the athletes exit the finish area. Failure to wear the correctly assigned chips will result in disqualification for the offending runner. The competitor must attach chips to shoe.NFHS Track and Field and Cross Country Rule Book 9-3-3 and 9-4-3. Coaches MUST pick up computer chips at the walk-thru on Friday.

ATHLETES’ INFORMATION cont. • Course Access • Friday, November 6th, 2015: • Walk-thru from 11 a.m. to 4:00 p.m. • Teams may only view the course at this time • Packets will be available at the packet pickup tent next to the award stand until 5:00 p.m. • Saturday, November 7th, 2015: • Course will re-open 5:30 a.m. – 6:45 a.m. for warm-ups. • Only competitors (in uniform & bib number) and meet officials, and coaches with wristband will be allowed on the course, which is a restricted area at all times!

  13. TEAM INFORMATION Team Packet Pick-up Friday November 14th, by the award stand. 11:00 a.m. – 5:00 p.m. Packets will contain: • Bib numbers • Race Chips • Wristbands (coaches/team personnel) • Any additional information • Parking Pass

Team Packet Pick-up • Coaches must pick up team packets during walk-thru on Friday, November 6th. • Please note, team packets must be picked up on Friday to receive a parking pass. If teams packets are not picked up, the teams must pay the parking fee to enter the park on Saturday, November 7th. The packets will be available for pickup at the pass gate table next to the spectator entry gate on Saturday, November 7th.

  15. TEAM INFORMATION cont. Participant Pins Each athlete participating in the 2015 FHSAA Cross Country Finals will receive a complimentary Finals Pin commemorating his/her participation in the event. Team Tents Shall be located outside of the course rail, on the southeast side, opposite of finish line area.

  16. COMPETITION PROCEDURES Rules National Federation Track and Field & Cross Country rules and policies found in the 2015 FHSAA Handbook will be followed. Races will run in 25-minute increments. One (1) coach may accompany his/her team to the starting line but must exit the starting area promptly when instructed by a meet official. Athletes please arrive at least 15 min. before your race starts!

  18. COMPETITION PROCEDURES cont. Starting Commands The starting procedure for all cross-country meets will be one long whistle blast followed by the firing of the starting gun (NFHS 9-4-4). The starting position for each team in the FHSAA Finals will be drawn by lot, left to right, in advance by the meet director / games committee. Individual contestants will be assigned starting positions using the same procedure. Substitutions Substitution requests must be made by the end of the course walk through. Any other substitution requests require the approval of the FHSAA.

  19. COMPETITION PROCEDURES cont. Jury of Appeals A jury of appeals shall serve as the final board of appeals.The Jury Shall NOT Set Aside any Rules.  Appeal Process  • The Meet Referee shall notify the coach and/or athlete of disqualification. • The coach may file an appeal in writing within 30 minutes of official announcement of race results. • When filing the appeal, the coach must: • Identify the rule that has been misapplied. • Explain how the rule was misapplied.  • The Jury shall convene to review the coach’s appeal. • The Jury shall deliberate and issue its ruling.

  20. Jury members and alternates have been recommended by FACA and approved by the FHSAA. Decisions of the jury are final.

  21. COMPETITION PROCEDURES cont. Results Will be posted for viewing on the portable board located by the award stand. Unsportsmanlike conduct By participants will result in disqualification from the event (NFHS 4-5-1). This includes violating restricted areas for athletes and coaches. Spectators are subject to ejection from premises. Disqualification of a coach, athlete, spectator etc. or other (non-student) school personnel shall result in disqualification from further involvement in the meet. Violators will be escorted from the facility upon ejection.

  22. COMPETITION PROCEDURES cont. Inclement Weather Procedure Meet management will communicate with the head coaches in the event of inclement weather thereby causing a delay in the competition schedule. Failure to participate A contestant who qualifies in the top 15 finishers from the Region meet must compete. Tie-breaking Procedure National Federation Track and Field rules will be used for breaking ties (9-2-4). Video may be used for school identification only. Chip times shall be used to determine official, place finishing.

  23. AWARDS CEREMONY Time: ~30min after the conclusion of the last race. Location: In the award stand across from the finish line. Individual Awards Individual awards presentation participation is mandatory. Recipients of awards who are “no shows” will be considered for penalty under unsportsmanlike conduct. Team Awards Team awards presentation participation is mandatory for both coaches and athletes. The team runner-up and champion will stand on the podium together. Decorum / Prohibited Items Athletes must be in uniform/school warm-ups. Nojewelry, hats, sunglasses, costumes, etc. are allowed to be worn by award recipients, individual or team.

  24. MEDICAL INFO. / PROCEDURES Trainers Medical personnel and athletic trainers will be available on the competition course and in the Medical Tent. Schools medical personnel • Team Medical personnel must use one of the passes allotted • Approved by the FHSAA prior to Friday 6th. • Team medical personnel must check-in at the trainer’s tent

  25. MEDIA INFO. / PROCEDURES Media Interviews Coaches and athletes may grant interviews at any time in the accessible areas of the venue at their discretion.  Media headquarters Located in the tent next to the award stand Media Credentials Communications at 352-372-9551, extension 170.

  26. GENERAL SPECTATOR INFORMATION Video Policy Video cameras or digital cameras are allowed in the venue, however, such items must be run independent of electricity provided by the venue. Prohibited Items Pets, coolers, tents, alcohol and tobacco products are prohibited in the facility.

GENERAL SPECTATOR INFORMATION • Saturday, November 7, 2015 • There will be a $5.00 Parking Fee charged to all vehicles with out a parking pass. • General Admission: $9.00 at the Entry Gate (Cash Only) • Tickets can be purchased online through Eventbrite by selecting the following link: http://www.eventbrite.com/e/2015-florida-high-school-cross-country-state-championships-tickets-18953685985 • Spectators and teams will be allowed admission at 5:30 a.m. • . $ 9.00 Spectators are not allowed on the course at any time.
