Importance: WHY give attention to the issue or topic • Over the past 10 years, the number of LEP students in the nation's schools has increased by 50%, to 3 million students - a figure that is expected to double in the next decade. Along with rising numbers of students, have been rising costs. The federal government spends an estimated $250 million a year on bilingual education, and large urban districts such as New York City, spend even more. But it is not just the large urban districts that face an increasingly diverse student population. Many suburban and rural schools now wrestle with the issue. Reason or Argument 2 • The costs of bilingual education • The report indicates that nationwide, over $12 billion is being spent on the education of limited-English students, with over half, 55%, being spent on bilingual education programs, 24.5% being spent on undefined programs, and only 19.6% being spent on English as a Second Language programs. Reason or Argument 3 • Change is hard for the kids • Bilingual education that caters to immigrant students creates a problem for those students. Instead of learning the dominant language of the new country, the students are more likely to continue to rely mostly on their native language. Relying too much on an old language and not learning the primary language of a new country is a way that people resist assimilation.
