  14. Planning Considerations Emergency Workers will be going into Hazardous areas. Sanitation becoming a problem to residents and emergency workers. Electric outages severe in most south Florida Counties. Debris clearance is transitioning to debris removal. Mass Care operations will be long term. Spot Fuel Outages. Recovery Operations, DRC’s and PDA’s are beginning the recovery process.

  15. Planning Considerations Election on Tuesday in Miami has been postponed. Transition to intermediate shelter and temporary housing There will be a lot of responders in south Florida – communicate – communicate – communicate. Keep the emergency worker safe. Up Next - Operations

  24. Human Services • Current Issues • ESF 6 • Shelters. Nine (9) counties have 20 open shelters housing 2,028 individuals. No shelters on stand-by. Several communities assessing the need for longer term sheltering. • The American Red Cross (ARC) has 51 fixed feeding sites and 67 mobile routes. • The Salvation Army (TSA) has 32 units in the field, 7 of them are roving. • Southern Baptists have 18 kitchens operational. • Served 207,907 meals on 10/28/05. • ESF 11 • 508 trucks of water and 519 trucks of ice delivered to LSAs. • 13,446 cases of baby food, formula and supplies shipped to date. Additional product has been received. • 2,390 cases of USDA commodity shipped to date. • LSA team at LSA West Palm Beach.

Human Services • Current Issues (continued) • ESF 15 • Continue to match donations to county needs. • Continue to support POD staffing. • Volunteer and Donation Hotline is running from 8am-5pm (1-800 FL-HELP1) • Assessment of county volunteer management needs and available resources. • ESF 17 • ESF-17 Incident Command Post (ICP) in Kissimmee at Osceola IFAS Extension Office. • 8 Assessment and Response Teams deployed to Palm Beach and Glades counties. • State Agricultural Response Team (SART) partner agencies assisting with damage assessments and response efforts. • Assisting Palm Beach County with animal needs in Belle Glades area. • Assessment in West Coast and Keys completed. No critical needs at this time.

Human Services • Current Issues (continued) • Other HS Functions • Department of Education: 2 school districts south of I-4 corridor closed. • Dept of Children & Families, Dept of Elder Affairs, Agency for Workforce Innovation (AWI) monitoring situation and preparing as appropriate. • Community Response Teams and DRC Managers deployed to affected areas for individual and public needs assistance. • Unmet Needs • ESF 6 • Fuel for the kitchens. • ESF 17 • Fuel shortages reported for veterinary hospitals, animal shelters and dairy producers.

Human Services • Future Operations: • ESF 6 • Continue coordinating the acquisition of resources for distribution to effected communities by TSA and the ARC. • ESF 11 • Coordinating deliveries of USDA commodities to state contracted warehouse, ARC, and TSA. • Continue to monitor and re-supply LSAs as needed. • ESF 15 • Develop strategy to assist Volunteer groups with liability issues. • ESF 17 • Complete final assessments. • Demobilization of ICP personnel. • FDACS Ag. Infrastructure • Current Issues • ESF1&3 • FDOT conducting recon and debris clearance missions • FDOT maintenance yards (fuel) are operational • All airports are open; seaports are open with restrictions • 460 traffic generators wired in, 140 more in process • ESF2 • Currently deployed 636 cell phones, 25 satellite phones, 9 air-cards, 16 FRS-2 way radios (very short range), 6 Tracstar, 180 POTs, 25 COWs, 16 conference bridge lines (100/40 port) • Landline phones outages approx 832,000; • Cell Wireless Coverage- Region 4- 90% operational, Region 5- 98% operational, Region 6- 94% operational, and Region 7- 92% operational

Infrastructure • Current Issues • FUEL • Seventeen (17) Fuel Tankers mobilized in support of LE, security and emergency services • Four first responder fueling sites being established: Broward-FAU Downtown Ft. Lauderdale Campus & Davie Campus; Palm Beach Gardens Comm. College; and Miami-Dade Comm. College, North Campus…all assets on-scene and pumping fuel; see tracker #2074 • Fuel recipients must have ID or agency marked vehicle, and be a part of federal/state/local & volunteer Hurricane relief missions (life-saving, life-sustaining and recovery); see tracker # 1962 • ARF for twelve (12) tenders under tracker #2105; tenders enroute ATT • ELECTRIC • FP&L, Co-ops and municipals report that 9,400+ personnel deployed, and out-of-state, Canada and mutual aid crews responding • Power outage reports on tracker #380, and detailed Estimated Times of Restoration (ETR) on tracker #390, • Approx 1.066,926. Customers without electric service • Hospitals 100%operational

ESF 13 – Military Support • Current Issues • 3,548 Soldiers & Airmen on SAD (WILMA) • 57 Soldiers & Airmen on ADSW (KATRINA), strength on ground MS: 3, FL: 54 • KATRINA cost: $3,339,437 (as of 29 Oct 05) • WILMA cost $5,497,634 (as of 29 Oct 05) • Dade has 51% without power, Broward 73%, Palm Beach 73%, Hendry 52% • 19 Active Missions • TF 53: Yellow Zone (Broward, Dade, Palm Beach & Glades Counties) with 6 battalions and 1,407 Soldiers, continues to redeploy units to home stations, 2-124th In on drill status today • TF164: returning to home station for recovery operations, 1 battalion and 744 Soldiers

ESF 13 – Military Support • Current Issues (continued) • TF 50: Blue Zone comprising 2 LSAs (LSA Palm Beach County Fairgrounds, LSA Homestead Air Reserve Base) with 2 battalions and 619 Soldiers, no PODS in Monroe County, will ultimately assume command of all WILMA ops, perhaps as early as Monday • 3-265th ADA: Red Zone comprising Collier & Hendry Counties with 1 battalion and 300 Soldiers, -3 PODS in Hendry County and 1 Super-POD site in Collier County & Immokalee • JTF Engineer with 202d RHS & 125th CES with 52 Soldiers & Airmen • JFHQ-FL JOC is at level 1 • Providing SEOC support with ESF 5, ESF 13 & Logistics • SERT LNOs in 7 counties (Dade, Broward, Palm Beach, Hendry, and Collier Counties)
