WSCA/NASPO eProcurement SolutionsCooperative Initiative WSCA/NASPO eProcurement Solutions and Services Master Cooperative Agreement • Comprehensive multi- state solicitation led by Colorado on behalf of WSCA/NASPO resulted in an award to SciQuest with Partners IBM and Binary Fountain. • 38 eProcurement related firms responded to the RFI • 17 States participated in the RFP solicitation • 15 eProcurement providers responded to the RFP • 9 States participated in the RFP evaluation

What is the WSCA/NASPO eMarket Center? • eMarket Center is your web based purchasing system! • Available to all NASPO members • Uses a shared application to shop, buy and view contract documents • Purchases are made using either a pCard or Purchase Order Number, both issued from outside WNeMC

What can you expect from the eMarket Center? • All WSCA and NASPO cooperative contracts • Contractor Enablement • Rolled out in phases(explained on next few slides) • Order of contract enablement was based on total sales volume and value • Currently working through second phase • The eMarket Center allows for several enablement types • Lead Managed Catalog • Ordering Instructions • Hosted Catalog • Punch-out • Level 2 Punch-out • Some contracts will be visible in the eMarket Center without any ordering functionality because of the nature of the contract or commodity For example: Walk-In Building Supplies Contract (Utah) or Background Screening Services (Utah)

What can you expect from the eMarket Center? What is or will be in the eMarket Center? Contract Visibility to States by PA Your end users will only see the contractors that your state has signed a PA for The WNeMC Administrator will be control the visibility of each contractor for you Authorized Users State Coordinators have the ability to approve or deny users The State Coordinator has access to assign multiple permissions and restrictions for each user Each authorized user will have the ability to search, compare and order (depending on assigned roles and permissions) Purchases are made using either a pCard or Purchase Order Number, both issued from outside WNeMC

What is or Will be in the eMarket Center? • Single location for WSCA/NASPO essential document • - Solicitations and Master Price Agreements • Data Gathering • The eMarket Center will act as a data gathering tool to improve contract performance and contractor relationships • SciQuest has partnered with Binary Fountain to manage spend data • WSCA/NASPO eMarket Center Web-Portal • - www.emarketcenter.org • All users can access the web-portal for: • Contract Information • Training Documents • Web Demo Videos • Quick Start Guides • eMC News Alerts • PA Information • eMarket Center Registration
How to prepare for next steps of Participation • Take advantage of participation in the eMarket Center whether or not your State has moved forward in acquiring the SciQuest solution: • States purchasing their own SciQuest solution can access their WSCA/NASPO contracts through their own ePro site through inheritance from the eMarket Center • If not, your state will only be purchasing from WSCA/NASPO contracts through the eMarket Center (no state created contracts will be available) • Complete an eMarket Center Enrollment Document
How to prepare for next steps of Participation • State CPO will designate a State Coordinator • - State Coordinator will be the state administrator in the eMarket Center • Collect: PA’s, Agency and Poli-Sub information, design state’s Org Message and Resource Information, initial user • Approve or deny end user registrations • Provide training for approved users • Serve as the single point of contact for approved users and WNeMC Administrator for all state related issues • Design roll-out plan for state use • Roll-out/Market to state and local entities • This decision made on a state by state basis
