Commonly Used Terminology • Reclaimed Water – Wastewater that has been treated to the degree necessary so that it can be reused for another purpose. • Effluent – Water that has been collected in a sanitary sewer for subsequent treatment in a facility regulated pursuant to Title 49, Chapter 2 (Environment – Water Quality Control). Such water remains effluent until it acquires the characteristics of groundwater or surface water. ARS § 45-101. • The term effluent is now used interchangeably with wastewater.

Commonly Used Terminology • Water Reuse – Reclaimed water that serves another purpose after it has been treated. • M&I Water – Municipal and Industrial water used for domestic, commercial, and industrial purposes and generally provided by a municipal water supplier, a private water company, or a special purpose district.

  5. History of Reclaimed Water • 1926 – Sludge sewage plant begins operation at Grand Canyon Village to provide non-potable water needs. First operational water reclamation plant in the United States. • 1932 – City of Phoenix supplies treated wastewater for agricultural purposes.

  6. Cont… • 1973 – Arizona Public Service Co. (APS) contracts with cities of Glendale, Mesa, Phoenix, Scottsdale, and Tempe to purchase up to 140,000 AF of treated effluent from the cities’ treatment plants for thermoelectric cooling at Palo Verde Nuclear Generating Station. • Palo Verde Nuclear Generating Station continues to be the largest nuclear power plant in the world to use reclaimed water for cooling.

Cont… • 1980 Groundwater Management Act – Defined “effluent” as water which, after being withdrawn as groundwater or diverted as surface water, has been used for domestic, municipal, or industrial purposes and which is available for reuse for any purpose, whether or not the water has been treated to improve its quality.

  8. Cont… • 1989 – The Arizona Supreme Court holds that effluent is something other than groundwater or surface water in Arizona Public Service Company v. Long. • The Decision upheld the contract between APS and the cities to provide reclaimed water to the Palo Verde Nuclear Generating Station.

Cont… • Current Statutory Definition of Effluent – Water that has been collected in a sanitary sewer for subsequent treatment in a facility regulated pursuant to Title 49, Chapter 2 (Environment – Water Quality Control). Such water remains effluent until it acquires the characteristics of groundwater or surface water.

Reclaimed Water Today • 95 percent of the wastewater generated within the Phoenix, Pinal, and Tucson Active Management Areas (AMAs) is reclaimed to serve beneficial uses such as: • Agriculture • Underground Storage • Power Generation • Turf Irrigation • Industrial Uses • Aquatic Habitats • Riparian Habitats
