School Districts/Schools Will Be Able To: • Manage Demographics • Apply for Teacher Permits • Apply for Annual Vocational Authorizations • Apply for School Nurse Certificates/Renewals • Sponsor individuals for 2 Year Provisional Extensions
View or Update Professional Development Data for Teachers • View Certificates, Permits, and Annual Vocational Authorizations • Receive bulk credential data on licensed teachers • View Reports on Teacher Permits and Annual Vocational Authorizations issued by School Year • Send pay fee link to substitute teachers who have an outstanding fee due. • Delete permits that were applied for in error
First time School District Users • Must create MEIS account number (If individual does not already have MEIS account number) • Must send in security agreement form for MOECS • Users will have different levels of authorization based on whether they work for a school district, a management company, or a substitute teacher employment agency.
Benefits of MOECS • Lessen work-load for school districts/schools • More checks and balances to prevent errors • Can view reports of permits and annual authorizations approved for the previous five school years. • Online payments • Faster turn-around time • Will be able to lookup certification/permit/annual authorization records by Social Security Number or Personal Identification Credential (PIC) • Will be able to renew substitute permits and most annual vocational authorizations in bulk • Will only need one MEIS account number no matter how many school districts/schools are managed by the user
Transition to MOECS • Current licensure database will be shut down December 1, 2010 • Applications for teacher permits, annual vocational authorizations and school nurse certificates should be submitted by November 1, 2010, if possible (November 15th at the latest) • Extensive training on the MOECS will be provided to school districts/schools, management companies, and substitute teacher employment agencies by MDE staff or online video training starting in January 2011. • The pilot for MOECS will begin February 8, 2011 • All School districts will be phased into the pilot by April 2011, and will be able to again apply for permits, annual vocational authorizations, and school nurse certificates.
