Staffing Updates • New Ohio Merit Placement Plan (TPR 355, dated 6 Feb 2017. Ohio MPP • All New Hires Must Attend NEO • HRO Sets start date and send final approval • Terminations During Probation • During probation, a technician can be terminated at any time with a 30 day notice. (TPR 300, 1-6)
Staffing Updates • Title 5 Conversion • T5 Employees will be characterized as “National Guard employees” (10 USC 10508(b)) • T5 employees will be under the overall control of the CNGB, however, TAG’s of each state will continue to employee and manage employees. • All NDS PD’s have been completed and conversion will begin after employee notifications have been complete. • Dual Status phased conversion timeline will be coming from NGB. • Positions identified for conversion have not been established.
Staffing Updates • New USA Staffing System • All RFF’s received since 1 May 2017 will be announced using the new USA Staffing system. • This requires the Selecting Official to review and approve all drafts through Selection Manager. • The SO will be able to request changes to the draft before the job is posted.
Staffing Updates • Advanced In-Hire Rate/ Policy #HRO-11-001 • First Federal Appointment • Must decline job offer at Step 1 • Must have a “special agency need” or “superior qualifications • Must be approved by the HRO before employee can start working for the agency
Staffing Updates • Incentives: 3R’s Recruitment, Relocation, and Retention. • All ANG Pilots, RPA Sensor Operators, and Contracting Officer/Specialists are considered employees who fill a critical agency need. This simplifies the approval process for these positons. • All other positions fall outside of this critical agency need and will have to meet all requirements an NGB caps for non-critical positions.
