    3. Historical View

    6. Global Network enterprise Construct

    7. GNEC is the Army Strategy to Transform LandWarNet to an Enterprise Level Activity that will… Operationalize LandWarNet “Little to no notice” operations Fight upon arrival imperative Austere operational environment CONUS – Based Army Dramatically Improve Network Defense Posture Realize Economies & Efficiencies while Improving Effectiveness Ensure Joint Interoperability across the DoD

    8. Our NSC Concept of Operation: With Slide – Today we are operate and work in very organizational and organic manner, this “mission-oriented only” focus as resulted in fragmented, non-standardized, unsecure and expensive environment. As you can see, we have different organizations (colored in different colors) going in different directions all over. Very expensive and very mismanaged and unsecured enterprise. First Click – In the federated state, we begin to federate systems and networks to some agreed upon standards and governance principles. As you can see, we now begin to see organizations turn corner to move in enterprise direction. Still not optimal but better than before. Second Click – In the enterprise state, we begin to fully take advantage of enterprise standards and deliver a global, standardized, protected and economical enterprise. Economical, secured and well-managed enterprise. Our operating principles of transformation consist of: Aggregate: Collect or aggregate all data regarding IT assets, infrastructure, operations & governance (what we have now) Consolidate: Make best use of collected data and systems by way of federation (make use of agreed standards, still allow organizations to manage their own systems and networks) Standardize: To a common technical and operational picture, now systems and networks operate under a common standards mechanism Modernize: Systems and operations These processes are not necessarily sequential, things can and will happen in parallel. Our NSC Concept of Operation: With Slide – Today we are operate and work in very organizational and organic manner, this “mission-oriented only” focus as resulted in fragmented, non-standardized, unsecure and expensive environment. 9. Due to a lack of common situational awareness (SA) of GNEC implementation plan, LTG Sorenson directed the: Establishment of a Synchronization Activity (the GSC) to develop it and the supporting management processes Development of an Integrated Master Schedule (IMS) The GSC will provide: SA for all activities via the IMS Coordination, Synchronization, Management and Reporting of all activities Establish accountability for all tasks and milestones

    11. An IMS (by definition) will: Capture GNEC enabling: Activities Inter/Intra Dependencies Projected Cost, Schedule, Performance Actual Cost, Schedule, Performance Provide Automated means to capture and report authoritative status information Be controlled by the GSC

    13. Plan of Actions and Milestones (POAM): Detailed schedules containing logically sequenced activities, milestones, deliverables, & resources that identify how you will complete and deliver the program scope. Activities establish the process for achieving your goals. Plan a timeline and be prepared to adjust as necessary. Deliverable: Product of a task or project with specific Meta data. Decision Point: (not to be confused with Milestone) Yes or No; decision may be a Milestone; Milestone not necessarily a Decision Point Dependency: Prerequisite before a task, constraint between projects (linkage between two or more tasks/projects) – built between multiple task. Task: An element of a schedule with duration. Successor: Action that occurs ahead of a specified task or milestone.

    14. Project: Specific deliverable(s), specific timeline. A project is a finite endeavor (having specific start and completion dates) undertaken to create a unique product or service which brings about beneficial change or added value. Start time: When a milestone, task, or action begins. Stakeholders: Any person with a vested interest in GNEC and the Integrate Master Schedule (customers, contributors, ACOMS). Suspense: Date by which product is due Duration: Time between tasks or milestones. Finish time: When a milestone, task, or action is completed. Milestone: Important date or event, accomplished activities leading up to your goals (Key: The governance that is being passed down to how they manage and report the program status). Predecessor: Action that occurs prior to a specified task or milestone.

    16. Migration of IMS to Enterprise Project Stack Manage tasks according to plan Provide strategic communications and a common understanding of GNEC across CIO/G-6 and stakeholders Development of processes to support IMS Approval of Charter at Secretariat level Assisting users with communications to identify rigor required to complete tasks on time 16
