  4. My experience • Student since 2001, two master’s degrees • Member of the Senate of BUTE since 2006 • Participated in the institution review of BUTE • Panel member of HAC External Evaluation 2008 • Limited scope, just an opinion

  5. HAC through students’ eyes

  6. Do students know HAC? • Asked 20 students in the campus garden • Do you know HAC? • Did you hear about university ranking of HVG? (9 yes) • Do you know Euro NCAP stars in car safety? (14 yes)

  7. Institution review • One review every 10 years • Change • Lack of foreign panel members • Sometimes too formal – problem maybe specific to big, old universities • Recommendations – are they necessary?

  8. Program review • And professor application review, doctoral school review • Some „no go” decisions • Minister can overrule • Small country – small scientific society • Institution competition vs. unbiased decisions

  9. Scale • Go/no go? • 1 to 5? • Percentage? • 1 to 1000?

  10. Conclusion (HAC) • Lot more emphasis on advertisement • Better, student friendly homepage with ranking • International panel members

  12. Panel and schedule • Panel composition • Hungarian members... • English language – interpreting • Schedule • Too many guests at once • Too many meetings which are too short • More internal meetings are needed

  13. Recommendations • Much more helpful than in institution reviews • Detailed scale – ESG standards • „Messages” to lawmakers

  14. Conclusion • External review is a well designed process • ESG standards • International panel members are favorable • More emphasis on English
