This project aims to support the establishment of an Academy of Police Sciences in Syria, enhancing the capacity and professionalism of the police sector through improved training, education, research, and advanced studies. It will also focus on strengthening the strategic framework, organizational structure, and administrative systems of the Academy.

Background • At the request of the Ministry of Interior, Project Document was developed by an international and national team recruited by UNDP; Dr. Rowan Barnsley and Dr. Ibrahim Darraji in 2008. • Based on comprehensive needs assessment including consultation with key stakeholders (Ministry of Interior and Faculty and Administration of Police Faculty) and lessons learnt from regional and international experience, consultant team developed a series of recommendations in the form of a Project Document submitted to UNDP. Government and UNDP Strategy • The Syrian Government has demonstrated a clear commitment to socio-economic reform strategy; evidenced by a strong ownership of a comprehensive modernisation programme underpinned by administrative changes to improve the citizen/ civil service interface. This includes modernisation of the justice sector, and more recently endeavours to improve the quality and type of training available to police. • As part of UNDP’s Governance portfolio, this project will support the efficiency and accountability of governance structures through reforming policing doctrine and studies, as well as aligning police studies and training to international standards. Project Outputs Output 1:The Establishment of the Police Sciences Academy including Strategy, Structure and Systems Review and renewal of the vision, strategic framework, organisational structure and all procedures and regulations in relation to positioning the Academy for the future Output 2: Capacity Development for Training, Education, Research and Advanced Studies provided within the Academy Upgraded and sustainable mechanisms in place for providing contemporary curriculum and courses, adult learning methodologies, applied research and advanced studies capability UNDP: Support to the Academy of Police Science Syria
Project Output 1: OUTPUT 1: THE ESTABLISHEMNT OF ACADEMY OF POLICE SCIENCES (APS) INCLUDING STRATEGY AND STRUCTURES Objective:Sustainable mechanisms for APS strategy, structure, systems and procedures strengthened. • Define and agree on a vision for the Academy of Police Science (APS); including organizational structure and strategic plan • Contribute to the enhancement of the physical infrastructure of the APS: • Review/redraft admission policies and procedures, graduation requirements and internal regulations for students: • Strengthen administrative Information and Communications Technology (ICT) systems including internal intranet communications UNDP: Support to the Academy of Police Science Syria
Project Output 2: OUTPUT 2: CAPACITY DEVELOPMENT FOR TRAINING, EDUCATION, RESEARCH AND ADVANCED STUDIES Objective: Sustainable mechanisms for training, education, research and advanced studies • Develop selection criteria/regulations for the recruitment of APS trainers: • Design, conduct and evaluate a capacity development and train-the-trainer program • Revise/update curriculum and learning methodologies • Develop a Research and Learning Centre capability consistent with international standards: • Establish cooperation with regional and international Academies of Police, Universities, Security Institutes, and Specialized Agencies • Identify strategies for the establishment of advanced studies and accredited post graduate programs within the APS: UNDP: Support to the Academy of Police Science Syria
