Introduction to the Wolf Review • “How we can improve vocational education for 14 – 19 year olds and promote successful progression into further education and employment?” • The Government response (12 May 2011) accepted all 27 recommendations   • We have already: • clarified that schools and colleges are free to offer any vocational qualification offered by a regulated awarding organisation • announced that industry professionals and FE lecturers will be allowed • to teach in schools • re-instated some valued vocational qualifications for teaching in • September 2011

Wolf Review – consultations: • Which qualifications should contribute towards headline performance indicators at Key Stage 4 from 2014. Response published. • We are currently consulting on study programmes for 16-19 year olds, • a new 16-19 funding formula, and • removing the statutory duty for schools to provide every young person at Key Stage 4 with a standard amount of ‘work related learning’.  These consultations will end on 4th January 2012.

  4. 14-16 Qualifications and Performance Tables • We have published our response to the Consultation on 14-16 Qualifications and Performance Tables. This contained technical guidance to Awarding Organisations on how to submit their qualifications for inclusion in the 2014 performance tables. • We are implementing Professor Wolf’s recommendation that in future, only qualifications which are high quality, rigorous and enable progression to a range of study and employment opportunities will be recognised in school performance tables. • From 2014 the KS4 headline performance tables measure will: • reform equivalencies – one qualification will count for one • only include qualifications that are at least 120 GLH (size of a GCSE) • The list of qualifications that will count in the 2014 performance tables will be available in January 2012.

  5. 16-19 Study Programmes • Professor Wolf’s findings showed that many 16-19 year olds are churning between qualifications that provide little prospect of progression, periods of unemployment and short-term employment. • Our aim is for 16-19 year olds to study coherent, well thought out programmes which offer them breadth and depth and do not limit their options for future study or work. • The current consultation on study programmes for 16-19 year olds covers: • the principles for a coherent study programme; • 16-19 maths and English provision; • work placements; and • study programmes below level 2

  6. 16-19 Funding • Budget of almost £7.5 billion in 2011-12, providing: • over 1.3 million places in education and learning, • 230,000 apprenticeship places • Funding goes to a wide range of providers: schools, Academies, FE colleges, sixth form colleges, local authority providers, third sector and private companies. • Based on a National Funding Formula. • We are reviewing the national formula to make it simpler, more transparent and to enable Wolf Review reforms to be delivered. • Proposing funding programmes on a per learner basis rather than per qualification. Consultation on funding formula runs until 4 January, aiming to change the formula from 2013/14. www.education.gov.uk/consultations

  7. Apprenticeships Government Response to Wolf sets out the Government’s commitment to: • simplifying Apprenticeships • removing bureaucracy • making Apprenticeships easier for employers to offer

The budget for Apprenticeships was increased to over £1,400 million for the 2011-12 financial year This means we have funding in place to train over 360,000 apprentices (at all ages) in academic year 2011/12 August 2011 - Introduction of the new Access to Apprenticeships pathway for young people aged 16-24 who need extra help to secure a place with an employer 6 September 2011 - Announcement of a package of new measures to make it easier for employers to take on apprentices – including streamlined payments and contracts and reduced data returns and audit requirements Apprenticeships
