USDA School Policy Memos SP 42-2013 School Nutrition Programs Updated Administrative Review Process We will be implementing the new Administrative Review during the 2013/2014 SY. USDA will be issuing proposed review regulations this school year and final regulations later after state agency feedback.
SP 45-2013 Updated OVS Guidance for NSLP & SBP for 2013/2014 SY As parts of NSLP and SBP meal pattern are being phased in over multiple years, this memo and attachment provide guidance for the 2013/2014 SY only Summary of OVS with examples for NSLP and SBP

SP 46-2013 Admin Reviews: Assessing Compliance Only USDA approved software can be used to analyze menus Specified approval criteria for other software Attachment: Sample questions to evaluate food purchasing, menu planning, meal preparation and meal service
SP 48-2013 Extending Flexibility for RCCI’s in NSLP SP 30-2012 – with State Approval gave RCCI’s flexibility with the meal pattern during 2012/2013 SY This memo extends NSLP meal pattern flexibilityfor those facilities with legitimate safety concerns
SP 49-2013 Frozen Fruit Products in NSLP and SBP for 2014/2015 HHFK stated that frozen fruit served in NSLP contain no added sugar starting in 2012/2013 SY Waiver granted for 2012/2013 and 2013/2014 This extends that waiver to 2014/2015. Permanent waiver should be issued by end of school year
SP 50-2013 Release of new SA Direct Certification Rate Data Elements Beginning in 2013/2014 each State’s direct certification performance rate is 95% Last year our benchmark was 90% - reached that goal Need all SFA’s to make sure DC figures are reported correctly and accurately
SP51-2013 Certification and Administrative Reviews-2013/2014 SY State Agency must continue certification process Our goal is to have everyone certified by September 30 before scheduled reviews
SP 52-2013 Child Nutrition Database Release 17 USDA updated the Child Nutrition Database on August 5, 2013 All approved software companies must download this new updated information Everyone who is currently using USDA approved software should be receiving updates shortly
Meal Pattern Reminders Schools participating in the School Breakfast Program must identify a reimbursable meal at, or near, the start of the serving line. 7 CFR 220.8(a)(2) Unit pricing. Schools must price each meal as a unit. The price of a reimbursable lunch does not change if the student does not take a food item or requests smaller portions. Schools must identify, near or at the beginning of the serving line(s), the food items that constitute the unit-priced reimbursable school meal(s).
SP 30-2012 Grain Requirements for NSLP and SBP During SY 2012/2013 battered and/or breaded products offered will not need to be counted towards the maximum weekly grain requirements in the meal pattern Beginning July 1, 2013, all grains which are part of battered and/or breaded products offered must be counted towards the weekly grain requirement.
