Local Government System In Pakistan • Every country has multilevel government structures • Federal, provincial and local governments - political & bureaucratic • NRB was set up in 1999, to work on reconstruction of institutions of the State • New local government system introduced in 2001 • Agenda: • Rebuilding national confidence and morale • Decentralization of administrative and financial authority to local governments • Devolution of power was based on three basic principles • People-Centered Development, • Rights and Responsibility-Based, and • Service Oriented Government • Three levels of local government: • district (zila), • tehsil (taluka)/town, and • union
Local Government System In PakistanDemocratic and Political Structures • The democratic system is uniform across the four provinces • direct elections for seats in union councils • indirect elections for reserved seats of • women, peasants/ workers and minorities, tehsils/towns and districts/city districts councils • Councillors are elected on non-party basis • Voters age is 18 years Province-wise position of local areas under LGO 2001
Punjab Local Government Ordinance 2001 • Introduced on 2, August 2001 • Gives devolution plan - a new local govt. • Section 2, gives definition of respective offices and other items • According to sec 2(XXiV) nazim means – Z N, Tw N, Th N & U N • Zila Nazim • Ch 4 deals with zila council headed by zila nazim • Town Nazim • In metropolitan cities, cities divided into towns as AU looked after by Z N but almost indep. in their hierarchy headed Tw N • Tehsil Nazim • Tehsil based on AU in district run by TMAs headed by Th N

Administrations and Tehsil/Town Muncipal Administrations • To approve long/short term development plans, annual/ supplementary budgetary proposals of the dist. govt. • approve annual budget of the Zila Council • To elect committees to monitor performance of dist. govt. without interference in their daily working • To review monitoring committees quarterly reports • Councils elect other committees like Insaf (Justice), Accounts, Sports and Ethics etc.
Punjab Local Government Ordinance 2001CHAPTER IV - ZILA COUNCIL • Section 40, Functions of Zila Council in a City District • To approve & review master plans, development changes land use plans, such as: • houses, roads, traffic, tax, infrastructure, sanitation & Municipal services etc. • Section 41, Z-C to approve certain plans for towns • as may be notified by the City dist. govt. • Section 42, Conduct of the business of Zila Council • To regulate its business in accordance with the bye-laws • Sub-section 42(4), Elect a naib zila nazim • In the first meeting of the Council members elect a naib zila nazim by securing majority votes • Presided by the Returning Officer • Sub-section 42(4A), Role of naib zila nazim • A Convener of the Zila Council • Preside its meetings and shall • perform functions assigned by the Zila Nazim

Punjab Local Government Ordinance 2001CHAPTER XIII - LOCAL GOVERNMENT PROPERTY • Section 121, Ownership of immovable property • Subject to any conditions imposed by the Government, the property specified shall vest in the respective local government • through succession as provided insection 180 • transferred to the local government by the Government or any other authority • Section 122, Transfer of Property by the Government • may, on its own or on a request by a District Government, transfer the management of Government or public property to it for administration as a trustee • Section 123, Stock taking by the Nazim • Every Zila Nazim, Tehsil Nazim, Town Nazim and Union Nazim shall, once in every year take the physical stock of movable and immovable properties of local govt & and submit a report to the concerned Council
Punjab Local Government Ordinance 2001CHAPTER XIII - LOCAL GOVERNMENT PROPERTY • Section 124, Use and disposal of properties of local governments • Properties of local governments shall be used only for public purposes • Section 125, Acquisition of immovable property • Whenever any local government considers it necessary or expedient it may acquire or purchase any immovable property for public purposes • Section 126, Loss of property of local government • loss of property of the local government, the responsibility for such loss shall be fixed by the concerned local government and the amount of the loss shall be recovered
