The Guide is divided into the following sections: • The principles of performance monitoring • The different types of performance indicators • 3. Some suggested models to use

2. Types of Performance Indicators • General ‘benchmarks’ • “Quality of service” indicators • “Quantitative” based indicators • Target based indicators • ‘Corporate Health’ and ‘Whole Council’ Indicators • Performance indicators for specific services or activities
A Benchmarks A1 - The population of your council’s area A2 – Your precept for the year A3 – Your total income for the year . A4 – Your total staff costs for the year A5 – Your total expenditure for the year A6 – The tax base for your area A7 – The value of your council’s assets

Quantitative Indicators • C1. Income as a proportion of expenditure • C2. Net cost of a service per resident • C3 Total number of visitors to [xxxx] in year from 1 April • C4 Number of meals sold in [café] in year from 1 April
D Target based indicators D1 Provided new play equipment at xxxx Park D2 Provide disabled access at xxxx Community Hall D3 Register title to all land owned by the Council D4 Percentage % of supplier invoices paid within 30 days D5 The council has achieved ‘Quality Status’ D6 The council has achieved an unqualified audit opinion D7 The Council has the “Power of Wellbeing” D8 The Council has achieved Investors in People D9 The council has achieved Green Flag Status for xxxx Park D10 The council has achieved ‘Quality Status’

F Specific Services Use the standard “quality” and “quantity” indicators as set out in Section A and Section B as the main indicators for each key service In addition, use the general principles set out in the Guide to form your own indicators for specific services which you operate.
Next Steps • Still some way to go… • Extra comments welcome on the bits in red - Feedback please • Is this the right balance? – too prescriptive or too woolly? • Are the indicators workable? - try and use a few • Setting “common” indicators will mean some compromises – worth it to achieve some more standardised system? • The “project team” will discuss the feedback • A “final draft” to be ready for Chichester meeting. • Then some formal “trial” before it is formally ‘published’?
