MMSD Rules • 3.105 Capacity Assurance, Management, Operations, and Maintenance Programs • (1) No later than June 30, 2009, governmental units shall establish systematic and proactive programs for capacity assurance, management, operation, and maintenance for their sewerage systems.
More rules. . . • 3.106 District Review • (1) Governmental units shall submit to the District for review the program management, overflow response, communications, audit, sewer system evaluation and capacity assurance, and infiltration and inflow management plans required by sec. 3.105, according to a schedule established by the District and provided to the governmental unit.
Rule 3.105 (in part) Addressing Asset Management: • maintain local sewer system plans • maintain records of the physical attributes and the condition • pro-actively clean public sanitary sewers • pro-actively assess the condition and performance of public sanitary sewers • pro-actively repair, replace, and rehabilitate public sanitary sewers
What we cover today: • Asset Management Plan • Stipulation requirements • District Rule requirements • Objectives • Process • Resources • References • Overflow Response Plan • Stipulation requirements • District Rule requirements • Objectives • Process
Asset Management - Defined An integrated set of processes to minimize life-cycle costs of infrastructure assets, at an acceptable level of risk, while continuously delivering established levels of service costs risk levels of service
OBJECTIVES Level of Service • Conveyance • Basement Backups • Customer Service • Customer Satisfaction
OBJECTIVES Cost • Minimize total cost of the collection system assets while achieving all other program goals • Implement a system to manage and report cost data related to collection system assets
OBJECTIVES Risk • Pipe failures • Gravity Main Blockages • Pump station downtime
Process • Know your assets • Prioritize • Perform Condition Assessment • Develop Long Range Plans • Integrate information systems
Know your assets • Location • Size • Material • Capacity • Installation
Prioritize • Institutional knowledge • Risk Management • Consequence of failure • Probability of failure
Condition Assessment • NASSCO standards for pipes/manholes • Guidelines (available on MMSD website) • Mechanical/electrical equipment inspections • Record and track information
Develop long-range plans • Condition monitoring • Maintenance • Rehabilitation • Replacement Inspect/test frequency Additional tests? Clean more frequently? Lubrication schedule Replacement schedule
Integrate information systems • Asset identifiers • Asset hierarchy • Cost information • Work information
Update • Evaluate the program • Revise objectives • Re-evaluate priorities • Adjust long-range plans
Resources • Developing the plan • Know your system • Prioritizing • Condition Assessment • Long range plans

District Stipulation (Paragraphs 6&7)Highlights (continued) CMOM Components (continued) • Overflow Response Plan • Measures to protect public health and environment • Public Notification • Permit Reporting • Measuring and monitoring steps during an overflow event
Rule 3.105(1)(i) Develop and implement an overflow response plan, which shall include procedures for identifying local overflows and incidents of basement flooding, mitigating their duration and volume, identifying their cause, determining the actions necessary to prevent their recurrence, and notifying the District.
Rule 3.105(1)(i) (proposed revision) Develop and implement overflow response and emergency response plans. The overflow response plan shall include procedures for identifying local overflows and incidents of basement flooding, mitigating their duration and volume, identifying their cause, determining the actions necessary to prevent their recurrence, and notifying the District. The emergency response plan shall include procedures for identifying the location and type of an emergency, notifying appropriate personnel, mitigating adverse effects, and implementing corrective action.
