Elements of the fight against fraud and corruption • two conventions of the Council of Europe • the UN Convention against Corruption • the institutional and administrative capacity to prevention, detection and prosecution of corruption • institutional and legislative framework
The Anti-Corruption Strategy • is brought in 2008 • strengthening the legal and institutional framework, prevention, prosecution and sanctioning of corruption • inter-agency and international cooperation and raising public awareness about the necessity of its prevention
Priority areas • to prevent a conflict of interest • financing political parties • access to information • strengthening the integrity of public administration • public procurement regulation • protection of the victim and the person who in good faith reports corruption
The role of the SAI • enhancing the overall transparency and accountability • supporting an environment which restricts opportunities for corruption • creating an atmosphere of sound administration
critical segments in public structures • guidelines on how to act in cases when fraud and corruption are suspected • to consider their possible impact on financial information • to inform the auditor general
Co-operation with other state institutions. • the submission of audit reports and other documents to investigative bodies. • In 2010 documents and reports for more than 100 cases were submitted • The annual reports are accessible on the Office’s website • Good relations with the media
In the future • Anti-Corruption Program of companies in state ownership from 2010 to 2012 • The main objectives: • Strengthening of integrity, accountability and transparency in the work • creation of preconditions for preventing corruption at all levels • affirmation of access to "zero tolerance" on corruption
