  2. PPEA • Facility primarily dedicated to public use • Encourage public-private partnerships that use innovative approaches • Allows close collaboration between agencies and private entities.

  3. PPEA • Two categories: • Solicited: • Agency develops detailed Request for Proposal • Agency publicly advertises the RFP • Invites concept proposals • Unsolicited: • Agency dialogues with any potential proposer • After receipt of one proposal • Agency acknowledges receipt • Accepts the proposal for consideration • Advertises for competing conceptual proposals

  4. PPEA General process: • Receipt of competing proposals(Concepts) • Selection of developer • Interim agreement (Schematic Design) • Comprehensive agreement (Final Design) • Construction

  5. PPEA • Receipt of Competing Proposals • Reviewed for adequacy and form • Agency can make a selection • Based on original proposal • Request revised proposals
