PPEA • Two categories: • Solicited: • Agency develops detailed Request for Proposal • Agency publicly advertises the RFP • Invites concept proposals • Unsolicited: • Agency dialogues with any potential proposer • After receipt of one proposal • Agency acknowledges receipt • Accepts the proposal for consideration • Advertises for competing conceptual proposals
